The Governorship of Istanbul made a written statement regarding the curfew in Istanbul. The statement also included which sector employees would be exempt from restriction.

In the written statement made by the Governorship of Istanbul, the main feature of the Coronaryvirus (COVID-19) disease, which has been declared as a pandemic (epidemic) by the World Health Organization (WHO) and which has an epidemic risk in our country; physical contact, airway, etc. It is possible to prevent the spread of the epidemic by increasing the number of infected people and by increasing the number of infected people, the most effective way to prevent the spread of the epidemic is to decrease the social mobility and the contact between people, otherwise the risk of the loss of citizens as a result of the increase in the number of cases and the need for treatment is increased. on the grounds that it will cause public health and public order to deteriorate;

With the exception of the exceptions stated below between the hours of 15.05.2020 and 24.00 and 19.05.2020, all citizens within the borders of our city will be restricted from going out. In accordance with the related articles of the Law, the operation of the criminal act in accordance with the relevant articles of the Law, in particular, due to the violation of the Public Sanitary Law in accordance with the article 24.00 of the Public Sanitary Law, in order not to cause any problems in the practice and not to cause grievances. Necessary judicial proceedings will be initiated within the scope of article pearl.

Workplaces, Businesses and Institutions to Be Open During Curfew

In order to minimize the effects of curfew restrictions on daily life;

a) Market, grocery store, greengrocer and butchers;

a.1- Before the curfew restriction, markets, grocery stores, greengrocers and butchers will be able to continue their activities until 15.05.2020:23.00 on Friday, XNUMX.

a.2- On 16.05.2020 Saturday and 17.05.2020 Sunday, where there is a curfew, markets, grocery stores, greengrocers, butchers and online sales businesses will also be closed.

a.3- Meeting the mandatory needs of our citizens (excluding those aged 18.05.2020 and over and those aged 19.05.2020 and under) that can operate between 10.00-16.00 on Monday, 65 and Tuesday, 20, where there are restrictions. Provided that it is limited and not to use a vehicle (except for our disabled citizens), it will be able to go to the nearest markets, grocery stores, greengrocers and butchers. Between the same hours, markets, grocery stores, greengrocers and butchers will also be able to sell to the house / address.

b) On 16.05.2020 Saturday, 17.05.2020 Sunday, 18.05.2020 Monday and 19.05.2020 Tuesday, bakery and / or bakery licensed workplaces (who are members of the Istanbul Chamber of Tradesmen and Craftsmen or the Istanbul Chamber of Commerce) Only the dealers of the workplaces that sell bread, as well as the workplaces where dessert is produced / sold will be open. (Only bread, bakery products and desserts can be sold in these workplaces.).

c) On the occasion of Ramadan, restaurants and restaurant-style workplaces to serve as a package only to homes on 16.05.2020 Saturday, 17.05.2020 Sunday, 18.05.2020 Monday and 19.05.2020 Tuesday, where there is a curfew,

ç) Workplaces that carry out activities related to the production, transportation and sales of medicines, medical devices, medical masks and disinfectants,

d) Public and private health institutions and organizations, pharmacies, veterinary clinics and animal hospitals,

e) Public institutions and organizations and enterprises (Airports, Ports, Border Crossings, Customs, Highways, Nursing Homes, Elderly Nursing Homes, Rehabilitation Centers, Emergency Call Centers, AFAD Units, Vefa Social Support Units, Migration Management, necessary for the maintenance of compulsory public services, PTT etc.),

f) The number of fuel stations and tire repairers to be designated by the District Governorates, one for every 50.000 inhabitants and one for every 50 km on the intercity highway and motorway, if any, crossing the provincial borders.

g) Large plants and enterprises operating strategically in the natural gas, electricity, petroleum sector (such as refinery and petrochemical plants and thermal and natural gas conversion plants),

ğ) Companies distributing drinking water filling facilities and drinking water, newspapers and kitchen tubes,

h) Animal shelters, animal farms and animal care centers,

ı) Emergency construction, equipment etc. to increase the capacity of health services. businesses / companies carrying out the activities,

i) Facilities where the production of basic foodstuffs such as pasta, flour and bakery products, milk, meat, fish production, and facilities where paper and cologne are produced, and the raw materials that will be needed for the production of these materials,

j) Domestic and foreign transportation (including export / import / transit passes) and logistics companies,

k) Hotels and accommodation places,

l) Production facilities that provide packaging to sectors such as food, cleaning and medicine,

m) Large constructions and mines, whose construction or work continues by accommodating employees at the construction site located in the construction site / mining area (Within the scope of this article, if construction and accommodation are within the same construction site area, employees from another location are not allowed to come and those staying at the site are not allowed to go to another place. The working area is limited only to the construction area / mining sites.),

n) Newspaper, radio and television organizations and newspaper printing presses,

o) Subject to export, which was previously contracted / committed and must be grown within the specified period; workplaces and facilities producing goods, materials, products, equipment (provided that they prove their current obligations and comply with the mentioned conditions),

ö) Agricultural Credit Cooperatives that sell fuel for agricultural purposes,

p) Considering the rain-dependent agricultural activities during the restriction period, it will be determined by drawing lots according to the need to be determined by the Governorships / District Governorates; pesticides, seeds, seedlings, fertilizers, etc. enterprises selling products related to agricultural production,

Persons Covered by Exception in Curfew

a) Managers, officers or employees in the “Places to Open, Businesses and Institutions” included in this Decision,

b) Those who are in charge of ensuring public order and security (including private security officers),

c) Emergency Call Centers, Vefa Social Support Units, Red Crescent and AFAD,

ç) Those who are involved in funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,

d) Electricity, water, natural gas, telecommunications etc. Those who are in charge of maintaining the transmission and infrastructure systems that should not be interrupted and eliminating their malfunctions,

e) Those who are involved in the transportation or logistics of products and / or materials (including cargo), within the scope of domestic and international transportation, storage and related activities,

f) Elderly nursing home, nursing home, rehabilitation centers, children's homes etc. employees of social protection / care centers,

g) Those with “Special Needs” such as autism, severe mental retardation and down syndrome and their parents / guardians or accompanying persons,

ğ) Iron-steel, glass, ferrochrome, etc. those who work in the departments of workplaces operating in sectors that require compulsory operation such as high grade mine / ore melting furnaces and cold storage,

h) Employees of the data processing centers of institutions, organizations and enterprises, which have a widespread service network, especially banks, (with a minimum number),

i) Employees working on the production, processing, marketing and transportation of vegetable and animal products at risk of spoilage,

i) Those who graze sheep and goats, carry out beekeeping activities,

j) The members of the Animal Feeding Group formed under the Circular of the Ministry of Interior dated 30.04.2020 and numbered 7486 and those who will feed the street animals,

k) Those who go out to meet the compulsory need of their pets, provided that they are limited to the front of their residence,

l) Those who distribute bread during the restriction and those who are in the service of the houses of restaurants, restaurants and sweet shops, and those who are in the service of the markets, grocery stores, greengrocers and butchers between 18.05.2020:19.05.2020 and 10.00:16.00 on Tuesday, XNUMX and Tuesday, XNUMX,

m) Those who have mandatory health appointments (including blood and plasma donations to Kızılay),

n) Dormitory, hostel, construction site etc. those who are assigned to meet the basic needs that those who stay in public places will need,

o) Employees (workplace doctor etc.) who are at risk of leaving their workplaces due to occupational health and safety,

ö) Veterinarians,

p) Those permitted by the District Governorates according to regional characteristics within the scope of activities such as sowing-planting, irrigation-spraying necessary for the continuity of agricultural production,

r) Technical service staff provided that they document that they are outside to provide service,

s) Those who constantly wait for their workplaces during the hours / days when their workplaces are closed,

ş) Personnel who will work on weekend, Monday and Tuesday to carry out public transportation, cleaning, solid waste, water and sewerage, disinfection, fire and cemetery services of municipalities,

t) Markets, grocery stores, greengrocers, butchers and markets after 18.05.2020 on Tuesday, 19.05.2020, and markets and vegetables and fruit, between 07.00 and 10.00 on Tuesday and 19.05.2020, on the days of 18.00, to prevent the supply chain from interrupting, those who are in charge of transportation, acceptance, storage and preparation for sale of materials and products (No goods, materials and products can be sold under this article.),

u) Employees in the manufacturing and logistics of explosives used in mining, construction and other large investment projects,

ü) On the 17th of May 2020 Sunday, between the hours of 11.00-15.00, with the age of 21.03.2020 and over restricted to go out in the third article of the Provincial Sanitary Assembly decision dated 7, provided that it is limited to walking distance, respecting the social distance rule and wearing a mask our citizens with disabilities and their accompanying people when needed,

The list of workplaces, enterprises, institutions and individuals included in the scope of the exception of our City within the scope of Article 03.04.2020 of Part B of the Circular No. 6235 of the Ministry of Interior Directorate General of Provincial Administration dated 3 is listed below.

  1. The personnel working in the facilities operating within the Ministry of National Defense and the Defense Industry Presidency and their suppliers and factories and organizations providing strategic services and products.
  2. Transfers of foreigners with international flights to the airport.
  3. Box office attendants on highways.
  4. Sabiha Gökçen Airport and construction site employees.
  5. Atatürk Airport employees and those working in the construction of the Field Hospital.
  6. Sahara Hospital employees in Sancaktepe.
  7. Employees in İkitelli city hospital construction and road construction.
  8. Public officials and company employees with permanent entry cards to Istanbul Airport.
  9. Personnel in charge of lifting wind farms near Istanbul Airport.
  10. Personnel who will work together with the personnel of the Regional Directorate of Nature Conservation and National Parks working in the European Side and the Provincial Directorate of Agriculture and Forestry, who will serve in the Anatolian Side, civilians who guide them,
  11. Jockey Club of Turkey and feeding the horses at the Hippodrome Veliefendi staff,
  12. Laboratory maintenance staff working in Pendik Veterinary and Control Research Institute,
  13. Limited number of supervisors (1-2 people) for shelf products with risk of spoiling in markets and butchers.
  14. Customs brokers and customs personnel,
  15. Workplaces and employees who have obtained Biocidal Product Application Permit Certificate.
  16. Businesses that pack food, pulses,
  17. Petshops (limited to feeding and caring for animals) and Veterinary Pharmacy Warehouses,
  18. Slaughterhouses and Slaughterhouses,
  19. Food Control Laboratories (minimum level of staff to control the planting of microbiological samples).
  20. Those who work in continuous and compulsory maintenance activities of turf fields in stadiums and training facilities.
  21. Firms producing ready meals.

It is essential that all citizens stay in their homes, with the exceptions specified.

Travel permit documents will be valid for the curfew.

Necessary measures will be taken by the municipalities in order to ensure the public transportation of public officials who are in charge of establishing public order, especially health and safety.

For the purpose of regular bread distribution, a commission that will be formed under the chairmanship of the District Governors, with the participation of bakers' chamber, local government, police and gendarmerie representatives, will receive a district bread distribution plan for each neighborhood, and the distribution regions (district / neighborhood / vehicle lists that will serve for each distribution region will be determined. Apart from the planning to be made in this way, only Vefa Social Support Units will be able to distribute bread.

On 16.05.2020 Saturday and 17.05.2020 Sunday, where there is a curfew, newspaper distribution will be made through the distribution vehicles of newspaper companies to operate in the form of ring, designated drinking water distribution dealers and Vefa Social Support Units (in this context, it is essential that the newspaper is distributed as a home service). On Monday, 18.05.2020 and Tuesday, 19.05.2020, newspaper distribution / sales will be made through markets and grocery stores.

Decisions were taken.

Curfew Restriction Exceptions 

Postponement of the corporate and income tax returns for January-February-March 18.05.2020 period to be submitted on 2020 until 28.05.2020 and corporate tax return for 2019, temporary tax return for the period of January-February-March 2020, value added tax return for the 2020 / April period. In order to minimize the impact of curfew on daily life, as stamp tax declaration, concise declaration and monthly premium and service declarations of 2020 / April must be declared respectively on 27.05.2020, 28.05.2020 and 01.06.2020; Between 15-19 May 2020 where curfew was restricted, the following persons / institutions were also interested in the Circular 2- It was necessary to be included in the scope of the workplaces, enterprises and institutions and 3-Exempted Persons:

1- All the provincial / district population directorates will be kept open between the dates of 3-18 May 19 in order to receive the TC Identity Card applications of the students who will take the 2020-Exception Scope of the Circular of Interest and the Higher Education Institutions Exam (YKS) to be held by ÖSYM. On 18-19 May 2020, the students who will take the mentioned exam, limited to the application of the Turkish Identity Card to the provincial / district population directorates, and if necessary, a person from the parent, father, guardian or guardian may be able to go out on the street provided that they present the exam.

2- In the 3-Exception Persons section of the Circular, the Institution and Income Temporary Tax Declaration and Payment Period of 2020 I. Temporary Tax Period (January-February-March-2020); Between 16-17-18-19 May 2020, independent accountant financial advisors and sworn financial advisors and employees with these professions were decided to be exempted from curfew.

(In case of a decision, independent accountant financial advisors and sworn financial advisors and those working together with these professions will be exempt from the curfew restrictions until 31.05.2020. This will be specified separately in the relevant Circulars to be published.)

3- In the Circular of Interest-2-Business Establishments, Businesses and Institutions section, it is included that markets, greengrocers and grocery stores will be open in order to avoid problems in the supply of vegetables and fruits. In this context, wholesalers of vegetables / fruits will be open on Monday, 18.05.2020 and Tuesday, 19.05.2020.

Also, on Sunday, 17.05.2020, those who are in charge of the transportation, storage, acceptance and preparation for sale of goods, materials and products are added to the market, greengrocer, grocery and fruit market, to be exempted from the curfew.

Necessary judicial proceedings will be initiated within the scope of Article 282 of the Turkish Criminal Code regarding the behaviors that constitute a crime in accordance with the condition of the violation, in particular to the administrative fine, in accordance with the article 195 of the Public Health Law, for the citizens who do not comply with the decisions taken.
