From the moment of the outbreak of coronavirus, the recommendations of the Ministry of Health and the Scientific Committee, in line with the instructions of the President; Many precautionary decisions were taken to manage the risk of the epidemic / contamination in terms of public health and public order, to ensure social isolation, to maintain social distance and to control the rate of spread.

In order to carry the effect of the measures taken to the reduction of the spread rate of the contamination to the highest level; The following additional measures should be taken by the provincial governors in accordance with the 23 / C article of the Provincial Administration Law and the 11th and 27nd articles of the General Sanitary Law, including 72 provinces with metropolitan status and the province of Zonguldak.

In this context,

1- Adana, Ankara, Balıkesir, Bursa, Denizli, Diyarbakır, Eskişehir, Gaziantep, İstanbul, İzmir, Kahramanmaraş, Kayseri, Kocaeli, with the exception of the following exceptions between 08.05.2020, 24.00 and 10.05.2020, 24.00. Our citizens who are within the borders of 24 provinces, including Konya, Manisa, Mardin, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van and Zonguldak will be restricted.

a) Before the curfew restriction, markets, grocery stores and greengrocers can continue their activities until 08.05.2020:23.00 on Friday, 09.05.2020. On 10.05.2020 Saturday and XNUMX Sunday, grocery stores and grocery stores will be closed.
b) On 09.05.2020 Saturday and 10.05.2020 Sunday, bakery and / or bakery-licensed workplaces where bread is produced will only be open to the vendors that sell bread and the workplaces where dessert production is made / sold. (Only bread, bakery and dessert can be sold in these workplaces.)
Businesses that sell sweets on Saturday, 09.05.2020 and Sunday, 10.05.2020 will only be able to sell in the form of a home / address service.
c) On the occasion of Ramadan, restaurants and restaurant-style workplaces, which are restricted to curfew, on 09.05.2020 Saturday and 10.05.2020 Sunday only to provide services in the form of takeaway,

d) Workplaces that carry out activities related to the production, transportation and sales of medicines, medical devices, medical masks and disinfectants,
e) Public and private health institutions and organizations, pharmacies, veterinary clinics and animal hospitals,
f) Public institutions and organizations and enterprises (Airports, ports, border gates, customs, highways, nursing homes, elderly nursing homes, rehabilitation centers, Emergency Call Centers, AFAD Units, Vefa Social Support Units, Migration Administration, necessary for the maintenance of compulsory public services, PTT etc.),
g) Number of fuel stations and tire repairers to be determined by Governorships / District Governorates, one for every 50.000 inhabitants, and one for every 50 km on the intercity highway and motorway, if any, within the borders of the city. repairers will be determined by lot method and the markets of the on-call fuel stations will be open.),

j) Provided that the place of residence is permitted by the Provincial / District Hygiene Board, the plants where the production of basic foodstuffs such as pasta, flour and bakery products, milk, meat, fish are produced, and for the production of hygiene materials, especially paper, cologne. facilities where the raw materials to be needed are produced,
k) Domestic and foreign transportation (including export / import / transit passes) and logistics companies,
l) Hotels and accommodation places,
m) Production facilities that provide packaging to sectors such as food, cleaning and medicine,
n) Large constructions and mines, whose construction or construction continues by accommodating employees at the construction site located in the construction site / mining area (Within the scope of this article, if construction and accommodation are within the same construction site area, employees from another location are not allowed to come and those staying at the site are not allowed to go to another place. The working area is limited only to the construction area / mining sites.),
o) Newspaper, radio and television organizations and newspaper printing presses,

3-Persons Under Exception

a) Managers, officers or employees at the “Open Businesses, Businesses and Institutions” included in the heading (2) of this Circular,
b) Those who are in charge of ensuring public order and security (including private security officers),
c) Emergency Call Centers, Vefa Social Support Units, Red Crescent and AFAD,
ç) Those who are involved in funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,
d) Electricity, water, natural gas, telecommunications etc. Those who are in charge of maintaining the transmission and infrastructure systems that should not be interrupted and eliminating their malfunctions,
e) Those who are involved in the transportation or logistics of products and / or materials (including cargo), within the scope of domestic and international transportation, storage and related activities,
f) Elderly nursing home, nursing home, rehabilitation centers, children's homes etc. employees of social protection / care centers,
g) Those with “Special Needs” such as autism, severe mental retardation and down syndrome and their parents / guardians or accompanying persons,
ğ) Iron-steel, glass, ferrochrome, etc. those who work in the departments of workplaces operating in sectors that require compulsory operation such as high grade mine / ore melting furnaces and cold storage,
h) Employees of the data processing centers of institutions, organizations and enterprises, which have a widespread service network, especially banks, (with a minimum number),
i) Employees working on the production, processing, marketing and transportation of vegetable and animal products at risk of spoilage,
i) Those who graze sheep and goats, carry out beekeeping activities,
j) Animal Feeding Group Members and those who will feed stray animals created within the scope of our Circular No. 30.04.2020 dated 7486,
k) Those who go out to meet the compulsory need of their pets, provided that they are limited to the front of their residence,
l) Those who distribute bread during restraint and those who are in charge of delivery service to restaurants, restaurants, sweet shops and florists,
m) Those who have mandatory health appointments (including blood and plasma donations to Kızılay),
n) Dormitory, hostel, construction site etc. those who are assigned to meet the basic needs that those who stay in public places will need,
o) Employees (workplace doctor etc.) who are at risk of leaving their workplaces due to occupational health and safety,
ö) Veterinarians,
p) Those who are permitted by Provincial / District Hygiene Boards according to regional characteristics within the scope of activities such as planting-planting, irrigation-spraying necessary for the continuity of agricultural production,
r) Technical service staff provided that they document that they are outside to provide service,
s) Those who constantly wait for their workplaces during the hours / days when their workplaces are closed,
ş) Personnel who will work on Friday and at the weekend to carry out public transportation, cleaning, solid waste, water and sewerage, disinfection, fire and cemetery services of the municipalities,
t) Those who are responsible for the transportation, acceptance, storage and preparation of goods, materials and products in markets and vegetable and fruit markets after 10.05.2020:18.00 on Sunday, XNUMX, in order to prevent the supply chain from interrupting (No goods under this article, materials and products cannot be sold.),
u) Employees in the manufacturing and logistics of explosives used in mining, construction and other large investment projects,
ü) Within the framework of our Circular dated 06.05.2020 on the exemption of persons aged 65 and over and those with chronic conditions, on Sunday, 10 May 2020, between the hours of 11.00-15.00, 65 years and XNUMX years old Our citizens with chronic illnesses and their companions when needed.
It is essential that all our citizens stay in their homes, with the exceptions specified.
  •      Travel permit documents will be valid for the curfew.
  •      Necessary measures will be taken by the municipalities to ensure the public transportation of public officials who are in charge of the establishment of public order, especially health and safety.
  •      In order to ensure regular bread distribution, a commission to be established under the chairmanship of the Governors and District Governors, with the participation of bakers' chamber, local government, police and gendarmerie representatives, will be made provincially / districtly bread distribution plan by taking the opinion of each district, and in line with the plan, the workplaces that produce bread in the province / district will be prepared. Distribution zones (neighborhood / street / street scale) that they are responsible for and vehicle lists that will serve for each distribution region will be determined. Apart from the planning to be made in this way, only Vefa Social Support Units will be able to distribute bread.
  •       On the 09.05.2020 Saturday and 10.05.2020 Sunday, where there is a curfew, newspaper distribution will be made through the distribution vehicles of the newspaper companies that will work in the form of a ring, the designated drinking water distribution dealers and Vefa Social Support Units (in this context, it is essential that the newspaper is distributed as a home service).
  •       Decisions regarding article (j) of the heading (2) of the “Workplace, Enterprises and Institutions to be Open” and (p) numbered (3) of this Circular by the Provincial / District Hygiene Boards latest, 07.05.2020 Thursday day will be taken until 22:00.
According to the status of the violation, especially by the Governors / District Governors regarding the above-mentioned measures, the necessary decisions are taken immediately, according to the relevant legislation, not to cause any problems in practice and not to cause victimization, and to impose administrative fines in accordance with the Article 282 of the Law on Public Sanitation Law. As regards the conduct of necessary judicial proceedings within the scope of article 195 of the Turkish Criminal Code regarding the behaviors that constitute crime;
