Republic of Turkey Ministry of Transportation and Infrastructure conducted in the European Union's partnership with Istanbul Halkalı-Edirne Kapıkule Railway Line project's ongoing construction has reacted in Edirne. It was noteworthy that the ongoing construction of the project, the foundations of which were laid at the historical train station in Trakya University Karaağaç Campus, on 25 September 2019, increased the dust density in the agricultural areas in the village of Kabaağaç in Havsa district of Edirne.
According to the news of Uğur Akagündüz from SÖZCÜ; “While the project is expected to last 4 years, the heavy dust formation caused by trucks working in the project construction affects the agricultural areas in the region; It was stated that it could harm agricultural production as well as human and environmental health. While it was announced that the negativities occurring in the agricultural fields due to the project construction were conveyed to the Edirne Provincial Directorate of Agriculture and Forestry and the Provincial Directorate of Environment and Urbanization; CHP Edirne Deputy Assoc. Dr. Okan Gaytancıoğlu, Trakya Platform spokesperson Göksal Çidem and Edirne City Council Executive Committee President Ziya Gökerk Küçük, made a statement on the impact of the project construction on agricultural areas. Çidem, in his explanation, stated the complaints of the regional producer arising from the project construction, and Gökerk Küçük also stated the effect of the project construction on the agricultural areas in the region; On the other hand, Gaytancıoğlu said that the damage that will occur in agricultural areas should be covered.
Trakya Platform spokesperson Göksal Çidem stated that the agricultural areas around the 3 km road leading to the project construction were negatively affected by the formation of dense dust; “The producers are very complaining about this and they don't know what to do. The situation is very bad and precautions need to be taken urgently. If there is a loss, the manufacturer's loss must be compensated. Precautions should be taken urgently for the sustainability of agricultural production. Producers will take legal action, even if no action is taken. ”
“Yield and Quality will be Adversely Affected”
Edirne City Council Executive Board Chairman Ziya GökerkÜK, on the other hand, said that the heavy dust formation caused by truck traffic in the project construction caused the agricultural areas to be covered with dust; “The dust generated will negatively affect yield and quality in agricultural production. In this case, dust emissions due to the severity of the dominant winds are carried to the agricultural areas in the east-west direction. "It will make photosynthesis difficult by blocking the organs of the plants grown in the region, which is an absolute agricultural area, like leaf palm," he said.
“It will pose a threat to human and environmental health”
Pointing out that dust emission may prevent the plant from reproducing and reproducing as a result of accumulation in the leaves, roots and stems of plants; “In this case, it will gradually affect plant growth and yield. It will be inevitable that the local people who make a living with these products will be affected by this situation. If no precautions are taken, the agricultural production will be damaged and the people of this region will be affected by this situation and will pose a threat in terms of human-environmental health and existence. It is clear that the producer will lose revenue as a result of this activity. It is important for the loss of producers to be determined by determining the loss to be incurred by the relevant institutions in order to sustain agricultural production. ”
“Notified to Official Institutions”
While Gökerk Küçük says that the Articles 2872, 1 and 3 of the Environmental Law numbered 30 should be applied in order for the farmer to solve the problem. “If our state is a state of law, the relevant article of the Environment Law No. 2872 should be applied. Some of the citizens, who did not escape the attention of the villagers and the citizens passing by, and who were victimized, reported the situation to the Provincial Directorate of Agriculture and the Provincial Directorate of Environment and Urbanization. In these days when people are restricted to the streets due to the epidemic, our official institutions should have the duty to go to the region and make damage determination without the complaints of our farmers who are victims. Farmers' Protection Boards, Agricultural District and Provincial Directorates exist for these days ”.
“Victimizations Should Be Eliminated”
Gökerkbahar, who wants to eliminate the grievances of farmers; “Unfortunately, it is difficult to follow the company that works 7/24 in this period when many workplaces take a break from work and to determine what they are doing at any moment. But it is enough to study the plants. Everyone knows that the work done is planned not to harm agriculture and livestock, environment and people. Today, when agriculture is gaining more importance, it will be appropriate for the relevant institutions to take precautions and determine the harm and eliminate the grievances ”.
“Need Fast Train, Nature Also”
On the other hand, while Gaytancıoğlu stated that the project should not be harmed in the period of its realization; “We need high-speed trains to transport and reach the world, but nature is also required. One should not damage the vegetation in nature. The importance of agriculture, plants, food and the environment has increased even more especially in these days when there is a corona virus. So we have to think about the future. Everyone should learn the term sustainable development. They can make money, but they should not harm the environment while making money. I invite everyone to common sense in this matter. He says that the transactions will be completed as soon as possible, but the wheat harvest will begin in the region. Despite this, the farmer does not have any work to meet the yield loss ”.
“The Firm Should Cover the Loss”
Gaytancıoğlu said that Turkey is the operation of the law of one of the biggest problems today; “There is the law of the superiors, not the rule of law. They increased the rent even more in the days of the corona virus. Nobody can react, there are age limits and travel restrictions between cities. They say, 'Nobody reacts anyway, let's do as much as we can.' These need to be public, but also the environment. Agricultural production should be made not only for us but also for future generations. In the future, water and food will become even more important. Therefore, we should not consume resources. For this reason, we demand that the contractor company compensate for the damage that will occur in agricultural fields. ”
