Coronavirus Measures Taken in International Transportation

COVID-2019, which emerged in the Wuhan region of China in December 19, has turned into a global health crisis. The coronavirus, which has spread to 155 countries from the moment of its emergence, has been described as a pandemic by the World Health Organization. Since physical contact is the main reason for the spread of the disease, governments control the entrances and exits from their countries in order to prevent the epidemic and even implement measures that completely prevent people and goods from crossing borders.

The ongoing schemes of political, social, cultural and economic activities are faced with a crisis stemming from the COVID-19 outbreak in a process where global trade facilitating measures have been put in place by both countries and supranational organizations, and current practices for the exchange of merchandise have been tried to be developed. While countries try to overcome this crisis with intensified measures at the border crossings, border crossings that are prevented for precaution, face the global supply chain and the service sector with another crisis.

• Due to the canceled passenger flight services, the demand for cargo aircraft increases for the cargo volume carried on passenger aircraft.

• Due to the contraction in China's export volume, China-based container ships are being canceled, causing countries with China to experience capacity shortages.

• Containers are kept at ports due to restrictions on rail transport.

• Controls and restrictions applied in highway border crossings cause delays in road transport. In some countries, borders are closed to both human and freight transport.

MEASURES TAKEN ON BASIS OF TRANSPORT MODE

RAILWAY

• Turkey

Train traffic on the Kapıköy pass is suspended due to the coronavirus. Bulgaria

Bulgarian authorities declared a "state of emergency" in the country on 13 March. Preventive measures limiting the spread of corona virus are not yet included in the restriction of international passenger and goods transport.

Georgia

As of February 26, 2020, passport submission was initiated by TIR drivers when entering Georgia. TIR drivers who have visa / stamp in their passports for travel to China, Iran, South Korea and Italy in the last 21 days are not allowed to enter Georgia (except for Georgian citizens). The Sarp Border Gate was closed to passenger traffic on March 15, 2020, but there are no restrictions on freight traffic.

Italy

Although there is no regulation that prevents the personnel using the transportation vehicles from entering and leaving the Italian territory, entry, exit and transit transportation to Italy continues.

Greece

Passenger transportation:
