Reminding that the decision was published in the Official Gazette, Deputy Ekinci stated that the claims that TÜDEMSAŞ will be closed, moved or shrunk do not reflect the truth.

Advocating the view that the production capacity of the company will increase with the addition of TÜDEMSAŞ General Directorate to TÜRASAŞ, Ekinci said that the number of personnel will be increased.

Providing information about the process, Deputy Ekinci said, “With the Presidential Decree published on October 27, 2018, there have been some changes in the infrastructure of our Ministry of Transport. It was published both in the Official Gazette and in the Development Plan. A new company affiliated to the Ministry of Transport and Infrastructure was established in the Official Gazette dated March 4, 2020 with the decision of the Presidency. It was founded under the name TÜRASAŞ, with its headquarters in Ankara. The TÜRASAŞ company, which is affiliated to the Ministry of Transport and Infrastructure, was established by the merging of our railways companies, namely TÜVASAŞ and TÜLOMSAŞ, in both Adapazarı and Eskişehir. ”

Underlining that TÜDEMSAŞ will continue its activities under the name of TÜRASAŞ, Deputy Ekinci said, “With the establishment of TÜRASAŞ, our 3 general directorates were merged under a single company. The change here is just this: Before, we had 3 administrative senior managers and 54 general managers in our 3 general directorates in Eskişehir, Adapazarı and Sivas. The number of general managers dropped to 1. There were 12 deputy general managers, it dropped to 5. There were 3 head of inspection board, there will be 1 head of inspection board. 3 legal counsel will do what 1 legal counselors did. 33 department heads will perform the duties of 10 department heads. This is the only change. Legal entities of TÜVASAŞ, TÜLOMSAŞ and TÜDEMSAŞ will end on the date of registration of TÜRASAŞ in the trade registry. All rights and obligations of the companies in question, whose legal personality has expired, will be transferred to TÜRASAŞ, except for the movable and immovable assets and personnel and those canceled. The lawsuits and enforcement proceedings to which the three companies are parties will be carried out by TÜRASAŞ as of the date of registration in the trade registry. The duties of the general manager staff at TÜVASAŞ, TÜLOMSAŞ, TÜDEMSAŞ will end on the date that TÜRASAŞ is registered in the trade registry without any further action. Necessary works and procedures for the establishment of TÜRASAŞ will be completed within three months from the effective date of the decision. The titles, duties, powers and responsibilities of TÜVASAŞ, TÜLOMSAŞ and TÜDEMSAŞ personnel will continue as determined in the main status of TÜRASAŞ as of the date of registration until the date of registration of TÜRASAŞ in the trade registry ”.

In addition, production will continue in all factories according to the nature and characteristics of the work. In other words, whatever TÜDEMSAŞ produces, its production will continue. Until 2021, there are already orders received by TÜDEMSAŞ and other factories have orders. These will continue. Faster decision will be made as it will be managed from a single center to meet the needs of these factories such as procurement of materials, plans, projects and engineering services. Since similar materials will be purchased from three factories and more materials will be purchased, they will be purchased at a more affordable price. The power of the three factories will be combined and will be strengthened, especially in competition with abroad. The aim is to increase efficiency and use resources more effectively. ”

“NEW PERSONNEL PURCHASES WILL BE”

Reminding that our country has recently passed to the Presidential Government System, Deputy Ekinci said, “What was the purpose of our transition to the Presidential Government System? Let's use our resources more efficiently and move decision-making mechanisms faster. This is related to this. On the other hand, our Ministry of Transport and Infrastructure has not decided to merge only these 3 companies. I want to express it too. The Presidential Decree published in the Official Gazette dated January 17, 2020 was combined with some general directorates and the General Directorate of Maritime was established. In other words, there are three general directorates gathered under the name of one general directorate. In other words, the number of general directorates in the Ministry of Transport and Infrastructure is reduced and it is aimed to take both more effective duties and to make quick decisions. And we always say or waste in the public. A bit of staff. Staff of general manager, deputy general managers and heads of departments will be abolished. Instead, there are new staffing opportunities. It will be the factory manager, marketing manager, human resources manager. There will be no change in the employees, 91 thousand civil servants and workers, and 242 subcontractors. We manufacture our national freight wagons in the world designed by our own engineers in this factory. We have produced 6 thousand freight wagons so far. Recalling the words of “We provide employment”, Deputy Ekinci said, “Mr. President himself is the follower of the promise he made. Secondly, we are already behind the promise of our President on this matter. As stated by our President, our valuable citizens will see in the short term with the new structure.
