Turkey, logistics centers to set up the $ 1 trillion export infrastructure in the project got underway. 25 of the 9 logistics centers planned started operating operations. The 2 logistics centers, whose construction was completed, were made ready for opening.

Minister of Transport and Infrastructure Cahit Turhan announced that approximately 2019 million tons of cargo were transported from logistics centers in 1.7. Minister Turhan also stressed that intermodal infrastructure will be established for the speed that adds value to e-commerce with logistics centers.

Turkey, about 1 trillion dollars in the long term aims to establish a new breakthrough in the field of logistics infrastructure to support exports. Within this framework, logistics centers have undertaken an important mission in export-oriented logistics infrastructure. In the planned transportation investments, the railways became the priority among the modes. Minister of Transport and Infrastructure Cahit Turhan made special explanations to Istanbul Ticaret on the current status of logistics centers, according to which criteria they were made and their targets.

INTEGRATION TO THE INTERNATIONAL SYSTEM

his work on logistics centers of the Ministry of Transportation and Infrastructure, Republic of Turkey in 2007, Turkish State Railways (TCDD) has initiated the channel. What are the current situation and goals now?

As a crossroads on the route between the world's economic centers and raw material resources, we have made significant investments in the field of transportation and logistics in order for our country to gain economic, political and cultural gains from the potential offered by its geographical location. Likewise, our country has a significant experience in the field of international road transport and has reached the power to compete with other countries in the world markets in parallel with the rapid development and growth it has achieved in recent years with its fleet structure, the number of transports it carries and its effective integration into the international system. became. Today, Turkish transporters operate in a wide geography, including Kazakhstan and Mongolia in the east, Portugal and Morocco in the west, Sudan, Oman and Yemen in the south, Norway, Sweden and Finland in the north and contribute to our trade.

COMBINED TRANSPORTATION ACTIVITY

When we look at the general picture, the transportation and logistics sector has become one of the basic building blocks of the world economy and international trade, which are becoming more and more globalized and integrated today. At this point, we have set a target for our country to become an important trade center in international trade. Starting from China through Kazakhstan and Azerbaijan into Turkey and from there connected to Europe, we came to office we are trying to improve the Central Corridor since the first day. With mega projects, we increase the benefit and importance provided by the transportation corridor passing through our country. In addition, we gather all transportation modes under one roof in order to respond to the transportation demand from Anatolia, the Caucasus, Central Asia and China. With combined transportation, we ensure that the cargo is transported in a single transport unit using at least two transport methods without the need for reloading. For example, road + rail or road + seaway… By adding value to the economy of the country with combined transportation, we get cheaper and safer transportation. In order to develop this type of transportation and provide all the services needed by the logistics industry, we implement logistics centers.

9 LOGISTICS CENTERS OPENED

When we look at our goals; Halkalı (Istanbul), Yesilbayir (Istanbul), Tekirdag (Çerkezköy), Köseköy (İzmit), Filyos (Zonguldak), Bozüyük (Bilecik), Hasanbey (Eskişehir), Gökköy (Balıkesir), Çandarlı (İzmir), Kemalpaşa (İzmir), Uşak, Kaklık (Denizli), Gelemen (Samsun), Türkoğlu (Kahramanmaraş), Palandöken (Erzurum), Yenice (Mersin), Kayacık (Konya), Kars, Boğazköprü (Kayseri), Karaman, İyidere (Rize), Tatvan (Bitlis), Sivas, Mardin, Habur. The construction of the center was planned. As of 25, 2019 logistics centers; Uşak, Samsun (Gelemen), Denizli (Kaklik), Izmit (Köseköy), Eskişehir (Hasanbey), Balıkesir (Gökköy), Kahramanmaraş (Türkoğlu), Erzurum (Palandöken) and Istanbul (Halkalı) was put into operation. The construction of Mersin / Yenice and Konya / Kayacık logistics centers was completed and made ready for opening. The construction works of the logistics centers of Kars and İzmir / Kemalpaşa continue.

80 percent progress was made in the construction works of Kars logistics center. Construction works of the İzmir / Kemalpaşa logistics center are also being carried out by the General Directorate of Infrastructure Investments. Approximately 9 million tons of cargo was transported in 2019 logistics centers opened in service in 1.7. With the introduction of all logistics centers, approximately 35.6 million tons of additional transportation will be provided to the Turkish logistics industry. In addition, 12.8 million square meters of open space, stock area, container stock and handling area will be gained.

COMPETITIVENESS WILL INCREASE

Can we also enter into the advantages of logistics centers for the country's economy? Why are logistics centers needed? What mission do they undertake during e-export and e-commerce?

Along with the economic growth in world trade, it was observed that time factor became prominent in the flow of goods from producer to consumer, and the management of transportation, storage and distribution centers increased gradually, by affecting the production sector of globalization. In this context, logistics centers, which are seen as the heart of modern freight transportation and which develop combined transportation integrated with all transportation systems, have become important. Especially, the significant development of electronic commerce increases the importance of these centers. These centers also contribute to the development of combined transportation by contributing to the commercial potential and economic development of the region in which they are established, increasing the competition among the companies operating in the region. Logistics centers increase the competitiveness of transportation and logistics companies by using more efficient logistics systems, while reducing transportation and personnel costs. Especially at the speed point that adds value to electronic commerce, the intermodal infrastructure will be established and it will also ensure that the transports are transferred from the highway to the railroad and the seaway.

It will enable optimization of the logistics chain, truck usage, warehouse usage and manpower organization. It will also bring a significant increase in the total business volume of transport operators. It will provide support in shifting freight transport out of the city, relieving city traffic, and reducing traffic congestion and accidents. It will also make an important contribution to support environmental and traffic pollution reduction.

ESTABLISHMENT CRITERIA OF LOGISTICS CENTERS

Which criteria are taken into account when determining logistics centers?

We make important studies while determining the factors such as the area and size of the logistics centers to be established. First, we identify the land and infrastructure suitable for technically suitable expansion. We examine the geographical location, natural structure and land use situation. We look at the closeness to the railway line and the connections to the sea and the airways, if any. We consider the combination of different modes of transport and intermodal transport opportunities. Its proximity to the OIZs (organized industrial zones) in the region and the number of industries are also of great importance to us. We also examine urbanization and planning decisions, regional industrial development plans, and the economic development of the immediate environment. However, our Directorate General for Transportation Services Regulation is currently preparing a draft "Regulation on Location Selection, Establishment, Authorization and Operation of Logistics Centers". With this regulation, we will now bring an arrangement to the procedures and principles regarding location selection, establishment, authorization and operation of logistics centers.

Record growth with liberalization on the railway

Private sector train operators carried 2018 million tons of cargo by rail in 2.7. The private sector, which increased its cargo carried by rail to 2019 million tons in 4.2, increased the cargo volume by 55.5 percent. Thus, the share of the private sector in rail freight rose to 12.7 percent.

Transport and Infrastructure Minister Cahit Turhan also made important statements on the transformation program from transportation to logistics and liberalization practice in rail freight transport. Minister Turhan continued his answers to the questions of İstanbul Ticaret as follows:

TARGETS IN THE TRANSFORMATION

What role did logistics centers play in the transformation project from transportation to logistics?

As it is known, the freight price of the product or raw material in the industrial sector affects the investment decision and competitiveness of the companies. Increasing the potential for manufacturing industry investments is possible only by increasing logistics opportunities and reaching the level of logistics costs that can compete with the world. We have this program, Turkey's exports to achieving growth and sustainable development objectives, to increase the contribution to our growth potential in the logistics a rapid growth in recent years and we aim to be entered Logistics Performance Index among the top 15 countries. Therefore, in the program, we focused on legislation, training, customs, infrastructure and increasing the competitiveness of companies operating in the sector in order to make effective and efficient planning in the field of logistics. strengthening the international position of Turkey in the logistics With this program, the reduction of logistics costs in the total cost of the load of industrial products and consumption of the finished products to the market, we aim to shorten the transportation time. Logistics centers are the main factor in the realization of these goals.

INVESTMENT PLANS

Railway has an important place in logistics center investments. What path will be followed in railway investments in the coming period? What will be done to increase the rate of rail in freight transport?

In fact, the importance of railways at this point is big and priority. Likewise, the Logistics Master Plan for this reason Turkey is among the priorities of the railways in the investments we anticipate mode. However, we made an investment plan to cover other modes. At this point, in addition to Ankara-Sivas Ankara-İzmir YHT lines, we make Gaziantep-Mersin, Eskişehir-Antalya railway, Bandırma-Bursa-Yenişehir-Osmaneli lines. Also within this scope Halkalı-Kapıkule railway, Konya-Karaman-Yenice railway, Gebze-Istanbul Airport-Halkalı The third Bosphorus Bridge (Yavuz Sultan Selim Bridge) will be built on the route. Kars Exchange Station, Air Cargo Operations Center, Filyos Port, the exit gate of the Black Sea, capacity improvements, electrification, signalization and capacity improvements, as well as OIZs, by connecting lines to harbors and critical facilities in the railways. we add.

SHARE OF PRIVATE SECTOR INCREASED TO 12.7 PERCENT

In 2017, the 'liberalization model' has been implemented in railways to effectively utilize private sector management. What is the current situation in freight transportation? How do you evaluate the interest of the private sector?

TCDD Transportation General Directorate, which was established after liberalization, had a total freight transport of 2019 million tons in 29.3, while the total freight transport of other railway train operators was recorded as 4.2 million tons. In total, 33.5 million tons of rail freight was carried. While the railway freight transport of the private sector was 2018 million tons in 2.7, it was 2019 million tons in 4.2. The share of the private sector in total rail freight increased from 9.5 percent to 12.7 percent. This rate is expected to increase in the coming years. While the share of the railway sector in freight transport was 2017 percent in 4.3, this rate increased to 2018 percent in 5.15. With the load transportation results in 2019, the share of the railway sector will increase further. This is a process and will make an important contribution to the sector's big leap, as in aviation. This contribution will increase not only the number of cargo and passengers, but also the quality of our railways. (İtohab is)
