Southeastern Anatolia Project (GAP); The main objective of the project is to increase the living standards of the people in the region, to eliminate the difference in development between Southeast Anatolia and our other regions, to contribute to the targets such as social stability and economic growth by increasing productivity and employment opportunities in rural areas. GAP is a multi-sector, integrated and sustainable development project.

History and Features

With the directives of Mustafa Kemal Atatürk, research on the Euphrates River started in 1936, in the same year Keban and Kemaliye Observation Stations (AGI) and in 1945 on the Tigris Diyarbakir AGI was opened and the data to be used in the following years began to be collected.

In the Fırat İstifşaf Report published by DSİ in 1967, two dams, namely the High Taşüstü and Hisarköy downstream of Keban, and two power plants with a total power of 1900 MW, and the generation of 8,1 TWh / year of electrical energy and the irrigation of 480.000 hectares of land. In the DSI's Tigris Basin Progress Report published in 1968, the irrigation of 20 dam and 190.000 hectare land in various sizes; 770 power plant with total 16 MW power and the necessity of 3,9 TWh / year electric power generation.

The project was initially limited to the Lower Euphrates, and later, with the inclusion of the Tigris Basin, was named as the Project for Improving Water and Soil Resources in the Euphrates and Tigris Basins, and in time it became the Southeastern Anatolia Project or GAP.

The purpose of the establishment, within the scope of rapid development of the region, for the realization of investments; Southeastern Anatolia Project Regional Development Administration Organization, which is responsible for planning, infrastructure, license, housing, industry, mining, agriculture, energy, transportation and other services, taking or taking necessary measures to increase the education level of the local people and ensuring coordination between institutions and organizations. , 6 November 1989 date and 20334 published in the Official Gazette No. 388 was established by Decree Law. The Southeastern Anatolia Project Regional Development Administration is the highest decision-making body of the GAP High Council, under the chairmanship of the Prime Minister or a State Minister to be appointed, the State Minister in charge of GAP, the State Minister to which the Undersecretariat of SPO is affiliated, and the Minister of Public Works and Settlement. programs. The GAP Administration is located in Ankara and the Regional Directorate is in Şanlıurfa.

Development program; irrigation, hydropower, energy, agriculture, rural and urban infrastructure, forestry, education and health. Resources Program; The 22 dam, 19 hydroelectric power plant and 1,7 envision the construction of irrigation systems on million hectares. The total installed capacity of the power plants is 7476 MW and 27 billion kWh energy production is planned annually. Nowadays, GAP is defined as an integrated development project which has a significant impact on the economic and social life of the region rather than the development of water and land resources.

214.000 hectares of GAP irrigation are in operation. Irrigation under construction is 156.000 hectares. Total 14 dams and 8 hydroelectric power plants were completed. In addition, construction of 1 dam and 1 hydroelectric power plant is underway.

With the decision of the Council of Ministers, the target for the completion of the GAP was determined as 2010 year. In order to achieve this objective, all relevant public institutions and organizations are expected to contribute to the work of the GAP Regional Development Administration and prepare the GAP 2010 Integrated Plan and Implementation Program.

The project is based on the philosophy of sustainable human development which aims to create an environment in which future generations can develop themselves. Equality and justice in development, participation, environmental protection, employment, spatial planning and infrastructure development are the main strategies of GAP.
