ADMINISTRATIVE PERSONNEL (PSYCHOLOGIST) ADMINISTRATION TO BE RECEIVED BY THE GENERAL DIRECTORATE OF SECURITY OF THE MINISTRY OF INTERIOR REPUBLIC OF TURKEY (2019 - 3rd TERM)

1. GENERAL ISSUES
a) Within the framework of the Regulation on Staffed and Contracted Personnel Working Outside of the Security Services Class, a staffed staff (Psychologist) will be recruited to the central and provincial organization to be assigned in different provinces under the Law No. 657 on Civil Servants. The quota and qualifications of the personnel to be recruited according to the results of the oral and / or practical examination to be conducted by the Examination Commission are given in ANNEX-1.
b) All notices and announcements to be made to candidates except for their approval for appointment, http://www.egm.gov.tr and will not be sent to the candidates separately.
c) The procedures of the applicants who do not meet the application requirements at all stages will be canceled.
ç) The procedures shall be recorded in the Personnel Information System by the Personnel Branch Directorate of the Provincial Security Directorate of the province in which the applicant is applied, and a copy of the “Application Form” will be signed and given to the candidate. Candidates who are eligible to take the oral and / or practical exam are required to bring this “Application Form ık they have signed. Candidates will be corrected and re-signed to the staff in case they see a failure in the Application Form. (The information in the application form will be the basis for the procedures to be performed and the applicant himself / herself will be responsible for the wrong information declared.)
d) KPSS-P2018 score in 3 shall be taken as the basis for the central examination score.
e) The examination commission has the right to eliminate all the candidates if it fails to find any candidate as a result of the evaluation.
f) Candidates who are successful in the oral and / or practical exams and who are entitled to be appointed are required to work for at least 3 years in accordance with the Regulation on Staffed and Contracted Personnel Working outside the Security Services Class in the Security Organization, and the applicants must make their preferences considering this issue.

2. REQUIREMENTS FOR CANDIDATES
Applicants must meet the following requirements determined by the Regulation on Personnel and Contracted Personnel Working Outside the Safety Services Class in the Police Organization:
a. Carrying the conditions specified in Article 657 of the Civil Servants Law No. 48,
b. To carry the education condition and other qualifications specified in ANNEX-1 in relation to the title to be appointed,
c. Carrying out the health conditions specified in the Health Regulations (To be requested from the candidates who are successful as a result of oral / practical exams and who are entitled to be appointed to the Police Organization)
D. The results of the security investigation and archive research will be positive, (will be requested from the candidates who are successful as a result of oral / practical exams to be appointed to the Police Organization)
to. To be successful in the oral and / or practical examination to be held by the General Directorate of Security.

3) PLACE AND FORM OF APPLICATION:
In order to participate in the oral and / or practical examination to be held;
a) Identification document,
b) 2 passport photos taken in the last six months,
c) Original and photocopy of the diploma / graduation certificate or the notarized copy of the desired educational status (if the original of the diploma / graduation certificate is submitted, the photocopy will be returned after approval. Documents other than diploma and graduation certificate will not be accepted.)
d) Applicants can make a maximum of 10 choices.
e) They shall apply personally to the Provincial Security Directorate Personnel Branch Directorate of the provinces where they are present together with the internet printout sample of the KPSS Result document.
Applications will be made between 06/01/2020 and 10/01/2020.

4) THE FORM, DATE, PLACE AND SUBJECTS OF ORAL AND / OR APPLIED EXAM
In 2018, according to the KPSS (P3) score, 5 (five) times the number of personnel to be recruited starting from the highest score will be called for oral and / or applied exam. All candidates who have the same score as the last candidate will be invited for oral and / or practical examination.
Exam places and exam dates of those who are entitled to take an oral and / or applied exam http://www.egm.gov.tr The candidates will be able to reach the application result by entering the TR identity number, name and surname information into the system.
Applicants, who meet the specified requirements, will be invited to the oral and / or practical examination.
Oral and / or practical exam candidates;
a) Professional knowledge and professional ability,
b) the ability to comprehend and summarize a subject, to express it, and to make a decision,
c) General talent and general culture,
d) The suitability of the behavior and reactions to the profession,
d) Self-confidence, openness to scientific and technological developments, will be realized by evaluating aspects.

5) PREFERENCES
The following certificate will not be required as a condition of application and will be evaluated if it is submitted before the oral and / or practical examination.
a) MMPI (Instruments of Multidimensional Personality Inventory).

6) ABSOLUTE SUCCESS LIST
a) The final success list will be determined after the oral and / or practical examination and will be ranked starting from the highest score according to the arithmetic average of the scores obtained by the central examination (KPSS-P2018 of 3) and oral and / or practical examination.
b) Candidates whose scores are equal will have the highest score in the central examination, and if this is equal, the older candidate will be placed on the top.
c) Candidates who will be appointed according to the calculated rankings will be determined. In addition, the number of substitute candidates can be determined as well.

7) Objection to Results
Candidates may appeal to the results by applying to the Directorate General of Personnel Department of the General Directorate of Security within seven days from the date of announcement. These objections shall be examined by the examiner only for material errors within a maximum of ten days and the result will be notified to the applicant in writing.

8) APPOINTMENT OF EXAMINATION WINNERS
a) The placement of the exam winners will be made according to the order of the final success list.
b) Following the positive results of the security investigation and archive researches, the health committee report requested from the placed applicants will be assigned to the places where they are placed.
c) Appointments of those who do not meet the conditions of appointment and those who are subsequently determined not to fulfill the terms of appointment shall be canceled.
d) Appointments of those who have been appointed, those who have given up and those who have not started their duties without a valid excuse shall be canceled.
