TURKEY LOCOMOTIVE AND MOTOR INDUSTRY JOINT STOCK COMPANY HEADQUARTERS PERSONNEL CHANGES TITLE Promotion and the REGULATION AMENDING REGULATION
ARTICLE 1 - 12/6/2018 dated and published in the Official Gazette No. 30449 Turkey Locomotive and Engine industry General Directorate of Joint Stock Company Personnel Promotion and Title Change Regulation 2 nCI The first paragraph of Article 4 is amended as follows.
"(1) of this Regulation, Turkey Locomotive and Engine industry This includes the appointments of the personnel working in the positions of civil servants and contracted personnel in the General Directorate of Joint Stock Company to the duties specified in the Article 5 in the nature of their promotion by the change of title and in person.
ARTICLE 2 - The paragraphs (a), (n) and (ö) of the first paragraph of Article 4 of the same Regulation are amended as follows.
“A) Sub-task: The duties within the lower hierarchy within the hierarchical levels specified in article 1 of the Presidential Decree on the Presidential Organization No. 509,”
“N) Title: The name of the staff and positions of the General Directorate,”
“Ö) Duty: Duties within the higher hierarchy within the hierarchical levels specified in article 1 of the Presidential Decree on the Presidential Organization numbered 509,)
ARTICLE 3 - Paragraph (a) of the first paragraph of Article 5 of the same Regulation has been amended as follows: “Expert” in subparagraph (1) of subparagraph (c) of the first clause of the same Article has been repealed, subparagraph (sub) of (e) “Maneuver” was changed to değiştiril Train Organization Officer..

ARTICLE 4 - 8 of the same Regulation is amended as follows.
"ARTICLE 8 - (1) In addition to the general requirements, the following special requirements are required for the positions and positions that may be appointed subject to the promotion examination:
a) To be appointed to the branch manager (administrative units);
1) To be a graduate of at least four years of higher education, excluding health, vocational or technical education,
2) At least ten years of service,
3) Consultant, Chief Expert, Legal Counsel, Civil Defense Specialist, Training Specialist or one of the titles of Protection and Security Supervisor, Protection and Security Chief, Protection and Security Group Chief, Chief of Fire Brigade, Chief for a total of at least four years be.
b) In order to be appointed to the branch manager (technical and health units);
1) To be a graduate of health, professional or technical higher education for at least four years,
2) At least ten years of service,
3) Technical Specialist, Technical Chief in total for at least four years to serve.
c) To be appointed as Chief (Administrative);
1) 18/4/1999 to have at least a high school or equivalent school for those working in the General Directorate on the date of graduation;
2) At least six years for high school or equivalent graduates, at least five years for two or three-year college graduates, at least four years for four-year graduates, and at least three years for graduate graduates,
3) Computer Operator, Plant Officer, Construction Equipment Driver, Train Organization Officer, Officer, Translator, Policeman, Secretary, Chauffeur, Cashier at least two years to serve.
ç) To be appointed as Chief of Fire Brigade;
1) 18/4/1999 to have at least a high school or equivalent school for those working in the General Directorate on the date of graduation;
2) At least six years for high school or equivalent graduates, at least five years for two and three-year college graduates, at least four years for four-year graduates, and at least three years for postgraduate graduates,
3) At least two years of service as a fireman.
d) to be appointed as the Chief of Protection and Security;
1) 18/4/1999 to have at least a high school or equivalent school for those working in the General Directorate on the date of graduation;
2) At least eleven years for high school or equivalent graduates, at least ten years for two or three-year college graduates, at least nine years for four-year graduates, and at least eight years for graduate graduates,
3) to have served at least two years in the title of Deputy Chief of Protection and Security or at least seven years of service in the title of Chief of Protection and Security Group.
e) to be appointed as Deputy Chief of Protection and Security;
1) 18/4/1999 to have at least a high school or equivalent school for those working in the General Directorate on the date of graduation;
2) At least nine years for high school or equivalent graduates, at least eight years for two or three-year college graduates, at least seven years for four-year graduates, and at least six years for postgraduate graduates,
3) To have served at least five years in the title of Head of Protection and Security Group.
f) To be appointed as the Chief of Protection and Security Group;
1) 18/4/1999 to have at least a high school or equivalent school for those working in the General Directorate on the date of graduation;
2) At least six years for high school or equivalent graduates, at least five years for two or three-year college graduates, at least four years for four-year graduates, and at least three years for graduate graduates,
3) To have served at least two years in the title of Protection and Security Officer.
g) To be appointed to the Civil Defense Expert staff;
1) To be a graduate of at least four years of higher education,
2) At least ten years of service,
3) To have served at least five years in the titles of Chief of Fire and Chief.
ğ) To be appointed as Training Specialist;
1) To be a graduate of at least four years of higher education,
2) At least nine years of service,
3) Having served for at least one year in the title of Chief.
h) to be appointed as Technical Expert;
1) At least two years of health, vocational, technical college graduate,
2) At least ten years for graduates of two or three years of health, vocational and technical college, at least nine years for four years of health, vocational and technical higher education, and at least eight years for graduate graduates,
3) Technical Chief at least one year or Engineer, Architect, Analyzer, System Programmer, Programmer title to have served at least two years.
ı) To be appointed as Technical Chief;
1) To have at least two years of college degree,
2) At least five years for two or three-year college graduates, at least four years for four-year graduates, and at least three years for postgraduate graduates,
3) Engineer, Architect, Analyzer, System Programmer, Programmer titles for a total of at least one year or Technician, Technical Draftsman, Technician, Assistant Programmer, Mechanic, Nurse, Health Officer to serve at least two years.
i) To be assigned to the position of System Programmer and Analyzer;
1) Graduated from related departments of technical higher education schools that provide at least four years of education,
2) At least nine years of service,
3) To have worked at least two years as a programmer.
j) To be appointed as Assistant Programmer;
1) Graduating from computer programs of at least two-year vocational or technical colleges,
2) Computer Operator at least three years.
k) Computer Operator, Officer, Power Plant Officer, Teller, Work Machine Driver, Driver, Protection and Security Officer, Pole Dancer, Secretary, Train Organization Officer positions;
1) To be at least high school or equivalent school graduate,
2) To be appointed as a Computer Operator, to have a Computer Operator certificate approved by the Ministry of National Education or to certify that the school he / she has taken has taken at least two semesters in the curriculum of the school,
3) To be appointed as Protection and Security Officer, 10/6/2004 To meet the conditions specified in the Law No. 5188 on Private Security Services,
4) To have a driver's license, at least five years of class (B) driving license,
5) Serving, Cook and Fireman titles for at least one year. ”
ARTICLE 5 - In the subparagraphs (b), (c) and (ç) of the second paragraph of article 9 of the same Regulation, the expression of “four-year higher education yer has been changed to“ four-year colleges..
ARTICLE 6 - In the first paragraph of article 10 of the same Regulation, the phrase yükselme Raising and changing the title “has been changed as yükselme Raising or changing the title“.
ARTICLE 7 - The fifth and seventh paragraphs of Article 11 of the same Regulation are amended as follows.
X (5) It is possible for those who are using the permits granted under the relevant legislation, including those who are on leave without a monthly leave, to apply and take the exam. ”
X (7) Personnel Department examines the applications made and notifies those who meet the conditions of application and who are not accepted to the examination because they do not. Objections to the rejection of the application shall be made to the Personnel Department within five working days from the date of notification. The objections shall be finalized within five working days after the last working day and notified to the concerned. ”
ARTICLE 8 - The same Regulation 12 nCI The following paragraph has been added.
“The secretariat services of the examination board (8) are carried out by the Personnel Department.”
ARTICLE 9 - Located in the first paragraph of Article 14 same Regulation ", Turkey and Middle East Public Administration Institute, Directorate-General" phrase is repealed.
ARTICLE 10 - The same Regulation 16 th The following paragraph has been added.
X (5) In case the General Directorate chooses a preference, the related personnel are assigned according to their preferences according to their success ranking. ”
ARTICLE 11 - The same Regulation 20 nCI The following paragraph has been added.
X (2) In the exams that are the subject of the case, the exam documents are kept until the judicial process is concluded. ”
ARTICLE 12 - The same Regulation 22 nCI Paragraph (d) of the first paragraph of Article 6 of the Article of the Law is repealed.
ARTICLE 13 - The following clause has been added to article 25 of the same Regulation.
X (2) The service periods in the titles removed from the Regulation due to the cancellation of the position after the publication date of the Regulation while included in this Regulation shall be added to the new title periods in terms of the application of the 8 Article in the event that the title is added to the Regulation under another name.
ARTICLE 14 - This Regulation shall enter into force on the date of its publication.
