Objections made to the smart fare collection system operation tender held by ESHOT on 5 August were rejected. E-Kent company, which won the tender, will start work on December 7th.

“The General Directorate of ESHOT, the public transportation company of the Izmir Metropolitan Municipality, went out to tender again in the past months, as the operating period of Karbil will end on September 7. The estimated cost of the tender, for which the bids were received on August 5, was announced as 119 million 680 thousand liras. Two companies submitted bids for the tender. The highest bid came from Karbil Company, which has been operating the system since June 2. While Karbil made an offer of 2015 million 130 thousand liras, E-Kent operating under Çalık Holding submitted an offer of 900 million 57 thousand liras. It is noteworthy that the estimated cost of the proposal submitted by E-Kent, announced by the administration, is 120 million 62 thousand liras lower. After E-Kent passed the low price inquiry carried out by the commission, the tender remained with E-Kent.

During the legal waiting period before the contract was signed, two companies objected to the outcome of the tender. 2 objections were received from Karbil, which has been operating the system for 4 years, and 2 objection was received from ASİS Elektronik ve Bilişim Sistemleri A.Ş., which did not submit a bid to the commission on August 5, when the bids were received despite purchasing the tender dossier from EKAP. The two firms appealed first to the administration and then to the Public Procurement Authority. Evaluating 1 objections of Karbil and 2 of Asis, the Public Procurement Authority rejected 1 objections as well. Thus, there was no obstacle in front of the E-Kent Company, which made the lowest bid in the tender and was announced as the most suitable bid by the commission. ESHOT General Directorate went out to tender for a temporary period of 3 months in order not to disrupt the service procurement, which normally expires on September 7, and Karbil won this tender. E-Kent will take over the system after Karbil expires on December 3th. With the signing of the contract between the parties, E-Kent will operate the electronic fare collection system used in public transportation vehicles such as buses, subways, ferries, trams and İZBAN for 7 months. The system, which was changed in 36, could not be put into use within the time stipulated by the company that received the tender, so the validators did not read the magnetic cards while boarding the public transportation vehicles. The citizen, whose balance has run out, could not load his magnetic card due to the problems in the system. This being the case, many Izmir residents had to use public transportation vehicles such as buses, subways, ferries and İZBAN free of charge. This caused the Izmir Metropolitan Municipality to suffer millions of liras in public loss. – morning
