According to Ukrainian Infrastructure Minister Vladislav Krikliy, the Ukrainian government plans to launch a pilot project for private companies on the railway to the end of 2019.

According to Krikliy, the lines on which special locomotives will operate have not been determined yet. Several options are considered.
The only company currently entitled to rail transport in Ukraine is Ukrainian State Railways Ukrzaliznytsia. It was said that when private companies start rail transport in Ukraine, they will set their own prices, but the state should coordinate the lines on which they will work.
