Republic of Turkey General Directorate of State Railways Transport Corporation office staff promotion and title change in regulations amending regulations dated Tuesday June 18, 2019 and entered into force on its publication in the Official Gazette numbered 30805 number.

Transport of the Republic of Turkey State Railways Joint Stock Company Headquarters:

ARTICLE 1 - 23 / 11 / 2018 dated 30604 No. Republic of Turkey published in the Official Gazette State Railways Transport Joint Stock Company Headquarters Staff Promotion and Change of Title Regulation of 4 article of the first paragraph (a), (f), (h) and (l) are changed as follows.

“A) Sub-task: The duties within the lower hierarchy within the hierarchical levels set forth in article 1 of the Presidential Decree on the Presidential Organization No. 509,”

“F) Promotion in office: Appointments to be made by promotion from the same or other service groups to the positions and / or positions specified in this Regulation,”

“H) Period of service: The periods to be calculated on the basis of paragraph (B) of Article 657 of the Civil Servants Law No. 68,“

“L) Duty: Duties within the higher hierarchy within the hierarchical levels of article 1 of the Presidential Decree 509,,

ARTICLE 2 - 5 of the same Regulation is amended as follows.

“ARTICLE 5 - (1) Personnel and positions subject to promotion within the scope of this Regulation are as follows:

a) Management Services Group;

1) Protection and security manager, manager, service manager, assistant service manager, branch manager,

2) Deputy Director of Protection and Security, Deputy Director,

3) Chief, fire chief, protection and security chief, chief (warehouse chief, office chief, logistics chief, financial chief, staff chief, dinner chief, passenger services chief), chief train,

b) Research and Planning Services Group;

1) Chief Expert, Consultant, Civil Defense Expert,

2) Specialist,

c) Technical Services Group;

1) Chief Engineer,

2) Technical chief,

3) Headmaster,

4) Machinist, YHT machinist,

5) Chief technician, wagon chief technician, reviser,

ç) Administrative Services Group;

1) Controller, controller,

2) Basrepartitor, repartitor,

3) Warehouse treasurer, chief officer, chief cashier, computer operator, box office officer, conductor, protection and security officer, logistics officer, officer, officer, secretary, driver, train officer, data preparation and control operator, cashier, dinner and bed service worker,

d) Data Processing Group;

1) Analyzer,

2) Programmer assistant,

e) Auxiliary Services Group;

Chef, cook, distributor, servant, fireman.

ARTICLE 3 - Subparagraph (6) of paragraph (b) of the first paragraph of Article 1 of the same Regulation is amended as follows.

“1) Attorney (Attorney) position or at least seven years of legal service,,

ARTICLE 4 - The paragraphs (a) and (b) of the first paragraph of Article 7 of the same Regulation are amended as follows.

“A) To have the conditions required by Article 657 (B) of the Civil Servants Law no. 68 in appointments to be made to the positions of Chief Expert, Protection and Security Manager, Manager, Service Manager, Assistant Service Manager, Branch Manager,

b) To have served at least six months in the Company,

ARTICLE 5 - 8 of the same Regulation is amended as follows.

“ARTICLE 8 - (1) The following conditions shall be sought for appointments which are not directly connected to the center and which are to be made by promotion in the subject subject to the examination:

a) To be appointed to the branch manager (administrative) positions;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for at least two years in any of the positions of chief controller, controller, assistant manager, expert or at least four years in any of the headrepartitor and chief positions,

b) To be appointed to (technical) staff of branch manager;

1) Graduates of computer, railway vehicles, electrical, electronics, electrical-electronics, industry, energy systems, maps, construction, statistics, geology, chemistry, machinery, mechatronics, metallurgy, rail systems departments of engineering or architecture faculties or four-year colleges,

At least two years in any of his expert positions, or at least four years in any of the positions of analyst, statistician, chemist, architect, engineer, programmer, technical chief,

c) To be appointed to the civil defense expert staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Amir, having served in any of the chief positions for at least two years,

ç) to be appointed to the position of assistant manager (assistant manager of branch, assistant manager of passenger services, assistant manager of logistics);

1) To be a graduate of the Faculty or at least four years of college.

At least one year in any of the specialist positions, or at least two years in any of the positions of statistician, chemist, translator, teacher, programmer, repartitor, supervisor, supervisor, technical chief,

d) to be appointed as Chief Engineer;

1) Having served in the engineer position for at least six years,

e) to be appointed as chief (warehouse chief, office chief, logistics chief, financial chief, personnel chief, dinner bed chief, passenger services chief);

1) To have at least two years of college degree,

2) Having served at least seven years for two-year or three-year college graduates, or at least five years for faculty or four-year college graduates,

3) To have worked in repartitor position for at least one year or at least three years in any of the positions of warehouse treasurer, box office officer, logistics officer, officer, officer, train officer, cashier

f) to be appointed to the position of chief of fire;

1) To have at least two years of college degree,

2) Having served at least seven years in the position of a firefighter,

g) To be assigned to the Analyzer position;

1) To be graduated from the departments of information systems of faculties or four-year colleges,

2) Having worked for at least two years in the position of programmer (expert programmer) or having worked for at least four years in the position of programmer,

ğ) To be appointed to the positions of teller, conductor, officer, driver, cashier;

1) Being a graduate of at least high school equivalent school,

2) To have worked in any of the positions of cook, chef, distributor and servant for at least five years,

h) To be appointed to the service manager (passenger transport) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for at least three years in any of the positions of chief controller, chief inspector, controller, assistant manager (assistant station manager, assistant branch manager, assistant manager of passenger services),

ı) To be appointed to the deputy service manager (passenger transport) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for at least one year in any of the positions of chief controller, chief controller, controller or at least three years in any of the positions of station chief, station chief, engineer, repartitor, chief,

i) To be appointed to the positions of the manager (passenger services);

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for at least one year in any of the positions of chief controller, controller, supervisor, assistant manager, expert or at least three years in any of the positions of station chief, station chief and chief,

j) to be assigned to the controller (passenger controller) position;

1) To be a graduate of the Faculty or at least four years of college.

2) Having worked for at least one year in the headpartitor position or seven years in the repartitor position,

k) to be appointed to the position of supervisor (train chief);

1) Having served at the position of conductor for at least five years,

l) To be appointed to the service manager (logistics) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Chief controller, headpartitor, controller, assistant manager (assistant manager of logistics, assistant manager of branches), having worked in any of the expert positions for at least three years,

m) To be appointed to the deputy service manager (logistics) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for at least one year in any of the positions of chief controller, chief controller, controller, expert or at least three years in any of the positions of station chief, station chief, engineer, repartitor, chief,

n) In order to be appointed as manager (logistics) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) To have worked for at least one year in any of his expert positions, or at least three years in chief position, in any of his expert positions such as chief controller, controller, chiefpartitor, assistant manager (assistant manager, branch manager),

o) to be assigned to the controller (logistics controller) position;

1) To be a graduate of the Faculty or at least four years of college.

2) Having worked for at least one year in the headpartitor position or seven years in the repartitor position,

ö) To be appointed to the service manager (vehicle maintenance) staff;

1) Graduated from engineering faculties of railway vehicles, electrical, electronics, electrical-electronics, energy systems, industry, machinery, mechatronics, metallurgy, rail systems,

2) Having served for at least four years in any of the controller positions, or at least ten years in the engineer position,

p) to be appointed to the deputy service manager (vehicle maintenance) staff;

1) Graduated from engineering faculties of railway vehicles, electrical, electronics, electrical-electronics, industry, energy systems, machinery, mechatronics, metallurgy, rail systems,

2) Having served for at least two years in any of the controller positions, or at least eight years in the engineer position,

r) To be appointed to the staff of the manager (locomotive maintenance workshop manager);

1) Graduates of railway vehicles, electrical, electronics, electrical-electronics, industry, energy systems, machinery, mechatronics, metallurgy, rail systems departments of engineering faculties or four-year colleges,

2) Having served for at least two years in any of the controller positions, or at least eight years in the engineer position,

3) To be successful in Draw Technical Staff Course,

s) To be appointed to the manager (warehouse manager) staff;

1) Graduates of electrical, electronics, electrical-electronics, industry, energy systems, mechatronics, machinery, metallurgy rail systems departments of engineering faculties or four-year colleges,

2) Having served for at least one year in any of the positions of chief controller, controller, assistant manager (assistant branch manager), or at least four years in the engineer position, and at least six years in the technician position,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

ş) To be appointed to the director (wagon maintenance workshop manager) staff;

1) Graduates of railway vehicles, industry, electricity, electronics, electrical-electronics, energy systems, machinery, metallurgy, mechatronics, rail systems departments of engineering faculties or four-year colleges,

2) To have served at least one year in any of the positions of chief controller, controller, assistant manager (assistant manager of the branch, assistant manager of the wagon maintenance workshop), or at least four years in the engineer position and at least six years in the engineer position,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

t) to be appointed as deputy director (deputy director of wagon maintenance workshop);

1) Graduates of industry, electrical, electronics, electrical-electronics, machinery, mechatronics, metallurgy, engines, automotive and rail systems departments of engineering faculties or four-year colleges,

2) Engineer, having held at least two years in any of the technical chief positions or at least four years in the technician position,

u) to be assigned to the controller (vehicle maintenance controller) position;

1) Having served at least nine years for four years of higher technical education,

2) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

ü) To be appointed as technical chief (warehouse chief);

1) Faculties or at least two-year colleges, railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machine technology, rail systems electrical and electronic technology, rail systems mechanics to graduate,

2) Having worked in any of the positions of Chief Engineer, Chief Technician, Mechanic, Technician, Technician, YHT Engineer for four years,

3) To be successful in Traction Medium Level Technical Staff Preparation Course or Traction Technical Staff Course or Traction Medium Level Completion Course,

v) to be appointed as technical chief (wagon service chief);

1) Faculties or at least two-year colleges, railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machine technology, rail systems electrical and electronic technology, rail systems mechanics to graduate,

2) Having served at least four years in the position of technician or at least five years in any of the positions of the revisor (wagoner) and wagon technician (wagon technician),

y) To be appointed as Chief Engineer;

1) in the position of Machinist or YHT machinist; at least ten years for high school and equivalent graduates and at least eight years for graduates of college or faculty,

z) to be appointed to the position of head carriage technician;

1) To serve at least eight years for graduates of high school and equivalent schools' railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department,

2) Two or three-year colleges of railway vehicles, electrical, electronic technology, machinery mechatronics, engine, rail systems technology, rail systems machine technology, rail systems electrical and electronic technology, rail systems mechanics department to serve for at least six years,

3) Having worked for at least six years in positions of revisor or wagon technician,

aa) To be appointed as Chief Technician;

1) To serve at least eight years for graduates of high school and equivalent schools' railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department,

2) Two or three-year colleges of railway vehicles, electrical, electronic technology, machinery, mechatronics, engines, rail systems technology, rail systems machinery technology, rail systems electrical and electronics technology, rail systems mechanics department for at least six years to serve ,

3) Having worked in the position of technician for at least six years,

bb) to be appointed to the service manager (human resources and financial affairs);

1) To be a graduate of the Faculty or at least four years of college.

2) Assistant Branch Manager, having worked in any of the expert positions for at least three years,

cc) To be appointed to the deputy service manager (Human Resources and Financial Affairs) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served in the position of Chief for at least three years,

çç) To be appointed to the service manager (management services) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Assistant Branch Manager, having worked in any of the expert positions for at least three years,

dd) To be appointed to the deputy service manager (management services) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having worked in any of the positions of analyst, statistician, architect, engineer, translator, programmer, chief for at least three years,

ee) To be appointed to the protection and security director staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served at the position of deputy director of protection and security for at least two years,

3) 10 / 6 / 2004 dated and No. 5188 Law on Private Security Services Article 11 article to have a work permit,

ff) to be appointed as deputy director of protection and security;

1) To be a graduate of the Faculty or at least four years of college.

2) Having served for four years as head of protection and security,

3) 10 / 6 / 2004 dated and 5188 Law No. 11 article of the armed work permit to have,

gg) to be appointed head of protection and security;

1) To have at least two years of college degree,

2) Having served at least seven years as a guard and security officer,

3) 5188 Law No. 11 article in accordance with the armed work permit,

ğğ) To be appointed to the director (safety management system manager) staff;

1) To be a graduate of the Faculty or at least four years of college.

2) Three years in any of the positions of chief controller, controller, deputy director of logistics, engineer, deputy branch manager, assistant manager of wagon maintenance workshop, deputy director of passenger services, or at least five in any of the positions of chief, technical chief, technician Having served for years,

3) IMS Personnel Preparation Course or Safety Management System Certified Training in accordance with the European Union Safety Directive 2004 / 49 / EC or IMS Accident Research Examination Course or Reporting Training or Accident and Incident Report Preparation Training,

hh) To be assigned to the controller (IMS) position;

1) Having served for at least eleven years for two or three year technical college graduates,

2) Having served at least nine years for graduates of four-year college or faculty.

3) Having worked for at least three years in any of the positions of headrepartitor, chief engineer, mechanic, reviser, repartitor, technician, technician, expert technician, wagon head technician, wagon technician,

4) IMS Personnel Preparation Course or Safety Management System Certified Training in accordance with the European Union Safety Directive 2004 / 49 / EC or IMS Accident Research Examination Course or Reporting Training or Accident and Incident Report Preparation Training,

ii) To be appointed to the manager (factory group manager) staff;

1) Graduates of electrical, electronics, electrical-electronics, industry, energy systems, mechatronics, machinery, metallurgy rail systems departments of engineering faculties or four-year colleges,

2) Having served for at least three years in any of the positions of the controller, controller, or at least five years in the engineer position.

must."

ARTICLE 6 - Article 9 of the same Regulation is amended as follows.

“ARTICLE 9 - (1) In addition to being successful in the title change examination, the following conditions are required for the appointments to be made through the change of title:

a) to be appointed as a lawyer;

1) Being a graduate of Faculty of Law,

2) To have a lawyer's license,

b) To be appointed as statistician, chemist, architect, engineer, teacher, psychologist, city planner;

1) To graduate from related departments of universities,

c) To be appointed as a translator;

1) To graduate from related departments of universities,

2) To have received (A) score in the foreign language proficiency test (YDS) conducted by the Assessment, Selection and Placement Center in the last five years,

ç) To be assigned to the position of the programmer;

1) To be graduated from faculties or colleges providing computer programming education,

d) To be appointed as technician;

1) Graduated from related departments of vocational schools,

e) To be appointed as technician;

1) Graduated from related department of high school equivalent vocational or technical education schools,

must."

ARTICLE 7 - The first, second, third and sixth paragraphs of Article 10 of the same Regulation are amended as follows.

X (1) Examinations for the promotion or change of title shall be held on the dates deemed appropriate by the institution taking into consideration the position and needs of the staff in the central and provincial organization of the institution.

(2) Personnel or positions to be appointed by promotion or change of title shall be announced at least thirty days before the written examinations. For the announced positions and / or positions, the personnel having the qualifications sought as of the last day of the application date can apply for only one of the different titles or positions that meet the requirements of the application as specified in the announcement.

(3) Those who are using the permits granted in accordance with the relevant legislation, including those who are on a leave of absence, may apply and take examinations. ”

X (6) Application period is determined as at least five working days. The Human Resources Department examines whether the applicants meet the necessary requirements and those who meet the requirements are announced on the official website of the General Directorate. Applicants who are deemed eligible are given an exam entry certificate. ”

ARTICLE 8 - The first paragraph of the 11 article of the same Regulation is amended as follows.

X (1) The titles of promotion and title change written examinations are determined according to the nature of the assignment and will be included in the announcement. TCDD Taşımacılık A.Ş. General Directorate of Measurement, Selection and Placement Center, the Ministry of National Education or one of the higher education institutions. Title change written exams are made to other institutions listed in this paragraph. ”

ARTICLE 9 - The first paragraph of Article 13 of the same Regulation has been amended as follows and the fourth paragraph has been repealed.

X (1) Achievement score is determined based on the arithmetic average of the written and oral exam scores and announced on the official website of the General Directorate. ”

ARTICLE 10 - The third paragraph of Article 15 of the same Regulation is amended as follows.

X (3) Persons who have completed their doctoral education within the scope of this Regulation may be assigned to the tasks they have been granted with education without taking the title change exam. ”

ARTICLE 11 - Paragraph (a) of the first paragraph of Article 17 of the same Regulation is amended as follows.

“A) To carry out or take the written exams for promotion, to take the written exam for title change, to perform oral exams for promotion or title change,“

ARTICLE 12 - Paragraph (c) of the first paragraph of Article 22 of the same Regulation is amended as follows.

“C) Transitions to positions subject to the title change and the transitions between these titles are subject to the title change exam for the title. Van

ARTICLE 13 - The provisional 1 of the same Regulation is amended as follows.

“PROVISIONAL ARTICLE 1 - (1) Those who have been on duty on 18 / 4 / 1999 and have graduated from two years of higher education as of the same date, if they have other conditions, except for the tasks required for vocational and technical education in the application of Article 8, graduates are accepted. ”

ARTICLE 14 - This Regulation shall enter into force on the date of its publication.
