Kars-Tbilisi railway line 700 was contracted to million liras. The producer did not make the signaling system. But he paid for it. This irregularity revealed the TCA.
SPOKESMANAccording to the news of Ali Ekber ERTÜRK from Turkey, the Court of Accounts announced the report of the Ministry of Transport after the high-speed train accident that occurred in Ankara last Thursday, which killed 9 people and injured 92 people. in Ankara kazanIt was underlined that many of the railways were put into service before the signaling system was completed, as was the case with the train track where the construction took place. According to the report, 2 projects that were tendered were delivered before the productions affecting life safety such as signaling and electrification were completed. It was stated that one of this railway line is the Kars-Tbilisi Railway Project, which was tendered for 700 million liras. Here are the findings in the report: “It was stated that the Kars-Tbilisi Railway Line was completed and opened to trade. Although it is true that the railway has been opened to trade, the statement that the project has been completed does not reflect the truth. A significant part of the productions in the project could not be completed because the contract price was filled. In particular, tunnel and superstructure manufacturing remained incomplete, electrification, signaling and telecommunication manufacturing could not be done although they were included in the contract. For the completion of the aforementioned productions, the second supply tender will be made.”
33 percent finished
The Court of Accounts found that in another railway project, which cost 658 million liras, the work was received without the installation of the electrification and signaling system, and the contractor company was paid, as if all work was done. In the report, “It is seen that 17 percent of the tunnels, 41 percent of the superstructure and 41 percent of the bridges and viaducts that make up the majority of the project have been completed and no manufacturing related to electrification, signaling and telecommunications has been made. Only 33 percent of the project has been completed. ”
