Chamber of Civil Engineers Bursa Branch 16th Term Board of Directors; held a press conference to make statements about the new earthquake regulation, urban transformation, transportation, professional problems of its members and the construction sector. Mehmet Albayrak, President of IMO Bursa Branch, and members of the board of directors attended the press conference held at the IMO Bursa Branch. Stating that they prepared their targets for 2 years as a result of consultations with their members at the ordinary general assembly held in February, Albayrak made important statements on issues that closely concern the agenda of the city and the country. Expressing that they will continue to seek solutions to the problems of the city with the sense of responsibility that has been going on since the past, for a more livable Bursa during their 2-year mandate, Albayrak conveyed his views on the new earthquake regulation that will come into effect at the beginning of 2019.

WHAT DOES THE NEW EARTHQUAKE REGULATION BRING?

Albayrak said, “The biggest innovation brought by our regulation is '1.2.3.4. and the removal of earthquake zones classified as 5th Degree. Instead, 'Earthquake Acceleration Values are taken into account according to the distances to the fault lines. In other words, the principle of calculating the earthquake acceleration records to be obtained by entering the coordinates of the land on which the project will be built into the relevant field on Afad's web page has entered our professional life. Albayrak continued as follows: “Another important situation according to the rules brought by our new regulation is 7.00 mt. It will be possible to construct a building without exceeding the altitude. We would also like to state that the rule of adapting old buildings to the new regulation will create problems in the construction industry. However, when it comes to life safety, these problems have to be put up with. In the new regulation, which stipulates the use of the lowest C25 quality concrete, the obligation to use a vibrator during concrete pouring is clearly written. The smallest column size is now set at 30 cm.”

"URBAN TRANSFORMATION HAS THREE IMPORTANT FOOTS"

Albayrak, who stated that Bursa, which has been receiving continuous migration with the effect of industrialization since the 1980s, has become fat, clumsy, irregular and in need of urgent treatment, stated that this requires urban transformation. Albayrak said: “Urban transformation; It should be used in districts such as Yıldırım, Osmangazi and Gemlik to renew the worn-out building stock and to minimize the risks in the regions. However, it could not be prevented that the works carried out turned into a means of rent in planned and valuable areas such as Nilüfer district. It should have passed. There are three important pillars of the Urban transformation studies, which should be put forward by going through a long planning phase with a common mind, besides many other factors: Economic factors, Legal factors and Social factors.”

"WE ARE ALSO BACK FROM THE STARTING POINT IN URBAN TRANSFORMATION"

Albayrak continued his explanations as follows: “At the point we have reached, the efforts to solve the problem have turned into a big problem. 19 years since the Gulf earthquake; Although 2012 years have passed since the law numbered 6306 passed in 6, the problem remains in the middle. Steps taken with big dreams; Unfortunately, it is also behind the starting point due to the fact that the process was not set up correctly. Urban transformation should come out of the demolish-build approach. Because, considering the economic situation of our country, it is possible to make all our buildings earthquake resistant by strengthening instead of demolishing and rebuilding. Considering the concept of retrofitting with 60% less cost, it is once again understood that urban transformation studies should be handled with a holistic approach, not on a plot basis, but on an island or a more regional scale. "

"SOLUTION RECOMMENDATIONS ON TRANSPORTATION FROM ALBAYRAK"

Albayrak, who also made statements about the transportation problem of Bursa, which appeared in the recent past, said, “We need to look at the big picture for a solution. Others are palliative solutions and only provide temporary relief. Employment, education, health, etc. will enable people to live in the city where they were born. Establishing facilities and thus preventing internal migration is the most effective and permanent solution. Citizens should be able to benefit from public transportation in a fast, comfortable, cheap and high quality way. Private vehicle access to the city center should be restricted by pedestrianization. With the system called demand management in transportation, as another solution to the extremely high transportation demand experienced in the morning and evening peak hours, the starting and ending times of the working hours should be shifted and the peak hour traffic should be spread to 07.00-10.00 in the morning and 16.00-20.00 in the evening. In this way, it will be possible to use the capacity of both vehicles such as rail systems, buses, minibuses and service vehicles in the existing public transportation system, as well as private vehicles, to benefit from the highway more effectively and efficiently. Bursa should be saved from being confined to a single-centered settlement. Currently, Acemler and Sculpture have the status of a single center. Clumping in certain centers should be prevented.”

“THE RIGHT THERE; NOT ATTEMPT TO CORRECT APPLICATIONS, IT IS NOT TO MAKE THESE WRONGS AGAIN "

Albayrak concluded his words as follows: “Looking at Bursa from the Overlook will tell us more than all that has been said here. Problems such as unplanned urbanization, the unique Bursa Plain formed by first-class agricultural lands, falling victim to illegal constructions day by day, the industry remaining in the city and the air pollution being felt more and more every day, the hopeless use of the surface and underground waters of Bursa, the water city, show us that we are at the end of the word. . How will we convey the legacy left to us to future generations by mismanaging the trust left to us? Are we going to disappear silently, without being held accountable, with the mistakes we've made left behind? Never. It should not be forgotten: The main thing is not to try to fix the applications, but not to make those mistakes from the beginning. This is only possible with education. Now Bursa; It is not called 'Green Bursa' as it used to be. For this reason, we think that every step to be taken from now on should be taken correctly.”
