İzmir's Transportation Master Plan 2030 Announced

İzmir Transportation Master Plan, completed by the Izmir Metropolitan Municipality in August 2015, has been completed. With the plan, which was carried out with a large technical team under the control of 10 academic advisors with international expertise, the road map to be followed by İzmir until 2030 was determined.

The final scenario is planned to be increased to 15 km of the city's rail system network in the next 465 years, according to the plan announced to the public with the meeting attended by Metropolitan Mayor Aziz Kocaoğlu. In the same process, a new transfer center will be established at 27 points, and 6 new lines will be planned for sea transportation, along with 11 new piers.

President Aziz Kocaoglu, evaluating the new plan and targets, gave important messages at the meeting:
“The Ministry of Transport has undertaken the rail system investments of certain cities. They say that they will make the Halkapınar-İzotaş line for 7-8 years. We have the power to do this, if necessary. ”

“While the subways and rail systems of other cities are made by the central government, even when we roasted our own oil and increased the 11 km metro to 170 km, even the authorization and signature support is denied. "

The Izmir Transportation Master Plan, which was created to prepare Izmir for 2030 and to meet the transportation needs of a city where approximately 6 million people will live, has been completed. The decisions, which included important investments that will shape the future of İzmir, which were included in the scope of the plan, were shared with the public. The final scenario of the Izmir Main Transport Plan, which is the most participatory plan among those realized until today, was explained in detail at the meeting attended by Metropolitan Mayor Aziz Kocaoğlu.

We've covered more than half the road
Izmir Metropolitan Municipality Mayor Aziz Kocaoglu, one of the main objectives of the plan to take the necessary measures against increased car ownership, said:

“İzmir Metropolitan Municipality continues its will to run the city by taking the mind and science as a guide. This transportation master plan was realized at the end of such a study. “In the past years, the Ministry of Transport has undertaken the rail system investments of certain cities. There was such a demand from us. In line with the request, we have suggested the Halkapınar-İzotaş and Buca metro lines by focusing on two projects. They say that they will make the Halkapınar-İzotaş line for 7-8 years. Expressing that they are aiming for important advances in sea transportation, Metropolitan Municipality Mayor Aziz Kocaoğlu said, “We will build a pier in the area we have organized as a square on Mustafa Kemal Beach Boulevard. Mavişehir pier is what will enable us to make a leap in sea transportation. The location of the pier is clear. Their plans have been sent. Immediately after the plans are approved, which have been waiting for a long time, they will be made immediately and will create a significant potential in gulf transportation. We expect this from the Ministry of Environment. ”

We don't put it on the plan so we can get someone
Stating that they have implemented all the projects they put on the agenda after participatory processes and therefore accepted by the citizens, Büyükşehir Mayor Kocaoğlu replied to his criticisms that the Gulf Crossing Project was not included in the plan: We report our suggestions to the topics that the central government wants to do and say "I will" according to its own scientific studies, when asked how it should be. Our stance is to support an investment in the public by the central government. It is not right to confuse the two. It was made for different manipulations that we will not be involved in those works. ”

I won't be populist

Iller Bank barrier to cheap loan
Mayor Aziz Kocaoğlu said that they could not evaluate the loan proposal from a financial institution for the Narlıdere subway, which is planned to cost 180-200 million Euros, because of Iller Bank's attitude. Expressing that the interest rate was 1.34 percent according to the offer submitted at that time, Mayor Kocaoğlu said:
“They made a protocol with Iller Bank. We applied to Iller Bank. 110 million Euro loan. We wrote and went to Iller Bank General Manager. We went to the minister he was affiliated with. We asked for an appointment from our Prime Minister. Since the last days of the last Ramadan I remembered, we have renewed our request for an appointment to the Prime Minister. Then I met with the General Manager of Iller Bank. He said they would use this loan in urban transformation. We made an appointment with the credit institution the next day. They said 'this loan cannot be used in urban transformation'. Today no interest in such a credit in Turkey. Now the offers are going at 4-4,5 percent. ”

The technical details of the Izmir Transportation Master Plan were made by Kader Sertpoyraz, the Head of the Transportation Department of the Izmir Metropolitan Municipality, and Mert Yaygel, the Director of the Transportation Planning Branch. Participatory process
The preparation process of the Izmir Main Transportation Plan has been carried out with methods that comply with both national and international standards. A comprehensive transportation research was carried out and a database, which has not been formed until today, was obtained. Participation of stakeholders such as civil society representatives, professional chambers was ensured outside the relevant institutions and organizations at every stage of the study. Both the existing development plans and the existing 2009 Transportation Master Plan decisions were reassessed over the problems identified. In addition, new scenarios and suggestions were developed by taking into account other national scale investments. These suggestions were evaluated with 10 different workshops, 16 different scenarios were developed. These scenarios were reduced to 4 main scenarios and the results were presented to non-governmental organizations and other stakeholders. The plan was created by making choices among the alternatives.

40 thousand 100 thousand people in more than one thousand, 6 thousand drivers, passengers and pedestrians were surveyed.
Traffic counts at 135 section and 114 junction point, special vehicle speed study at 6 route, minibus speed study at 15 route were performed.

327 personality research team, 20 administrative staff and transportation-related units of the Metropolitan Municipality served in the study.

200 stakeholder meeting was held with 4 institutions and organizations within the scope of İzmir Transportation Master Plan.

With Izmir Transportation Master Plan;

Reducing dependence on the car
Promotes motorized transport by supporting bicycles and pedestrian access,
Focused on public transport,
High capacity public transport systems,
Considering environmental impacts,
Targeting public health and safety,
Supporting economic development and considering disadvantaged groups,
A participatory and transparent plan was created.

After informing the members of the council in the next period, the plan will be presented to the Ministry of Transport, Maritime Affairs and Communications General Directorate of Infrastructure Investments (AYGM) for opinion. It will then be brought to Parliament and the UKOME General Assembly for approval.

What does the plan predict?
The Transportation Master Plan, which aims to make the city ready for 2030, reveals the problems and measures that İzmir will face in terms of transportation in 2030. After detailed projection calculations made on the zoning plans, the population of the city is expected to be 2030 million in 6.2. The amount of travel demand that this population will generate is calculated over 10 million. In parallel, it is emphasized that the most important change will be seen in the ratio of the number of cars and ownership of cars, and the number of cars in the city, which is around 642 thousand today, will be 1.4 million in the target year. The rate of increase in the number of cars thus exceeds the population growth rate.

Within the scope of the Transportation Master Plan created within this framework, it is planned to create a 15 km rail system network by adding another 153 km to the 312 km network in the next 465 years. With the Narlıdere line, where the current construction tender process is continuing, the construction tender will be launched soon.Bayraklı The project processes of the continuation line will start and will be included in the priority investment program.

The most important backbone of this network is the extension of İZBAN to Bergama in the north and to Tire, Ödemiş and Bayındır in the south.

However, in order to meet the future demand, the separation of İZBAN and conventional line enterprises on the existing line and the ability of İZBAN to work without interfering with other systems are shown as an inevitable need for İzmir. In the event that the freight line using the same line as İZBAN is separated, İZBAN, which can carry a maximum of 10-10 thousand passengers per hour with a frequency of 13 minutes, is expected to reach 3 thousand passengers per hour by making a trip for 40 minutes.

After that, it is aimed to start the extension of Çiğli-AOSB and Katip Çelebi University in the short-term rail system network by first completing the Mavişehir connection of Karşıya Tramway. It is aimed to start construction of the existing metro line in the west for Narlıdere extension in the west and Evka3-Bornova extension in the east. Another major investment in the short term will be the newly approved Buca-Üçyol metro.

In the medium term, Alsancak-Halkapınar and Bayraklı It is planned to be extended on the route. With an extension of approximately 10.7 km, the Buca line will have reached the city center and the new central business area. The line is also aimed to be extended for the IZBAN connection in the south. Another important line is the Eskiizmir line starting from Sarnıç and on the route Gaziemir, Eskiizmir, Eşrefpaşa, Çankaya, Basmane, Yenişehir, Halkapınar. The 27.6 km long line will connect the most important residential and working areas.

Bornova-Bayraklı the route Karşıyaka and the Northern line passing through the north of Çiğli and integrated with the existing lines at Katip Çelebi University were planned to meet the demand from this direction.
Halkapınar-Otogar line, planned to be built by the Ministry of Transport, is also in the plan and it is stated that this line should be extended to Pinarbasi.

Among the long term plans is the extension of the Bornova-Narlıdere metro line to Güzelbahçe. In the north, it is envisaged to extend the North line until Menemen. A special importance is given to this extension since very serious developments are expected in this region in terms of population.

In the east, it is aimed to extend the Pınarbaşı line to Kemalpaşa OSB and Kemalpaşa center.

Karşıyaka a new tram is planned in the center of Kyrenia corridor. In this period, it is aimed to add a total of 56 km lines and to increase the rail system line to 2030 km in 465.
