The government, which has promised to issue the subcontracting arrangement by the end of this month, is planning to introduce the arrangement as a plan B with a new Legislative Decree, if it fails to complete the law. Parliament will recess from next week until January 9. With the arrangement, approximately 1 million people will be recruited.
The reason for the delay of the arrangement is the continuation of negotiations for the 69 thousand people in the 50 institution, which was established by special law, which is out of scope. The unions want to include them.
