Expo-Meydan Rail System Line Vehicle Purchase Discussions: Antalya Metropolitan Municipality made a statement regarding the claims of the Republican People's Party (CHP) Antalya Provincial President Semih Esen regarding the EXPO-Meydan Rail System line.
In the statement made by the Metropolitan Municipality, it was reminded that the EXPO-Meydan Rail System Line, which is carried out together by the Ministry of Transport, Maritime Affairs and Communications and Antalya Metropolitan Municipality, is progressing at a great speed, and the construction of the line was carried out by the Ministry of Transport and the purchase of the vehicles by the Antalya Metropolitan Municipality.
In the statement, it was stated that Antalya Metropolitan Municipality was awarded a tender for the purchase of vehicles under its own responsibility and that the tender was concluded recently, and that the Metropolitan Municipality's Continuation Council was authorized to finance the vehicle tender. The necessary loan will be obtained from the Islamic Development Bank, one of the world's largest multilateral financial institutions, through Iller Bank.
“CHP Provincial Chairman Semih Esen stated in his statement that this borrowing is not under the authority of the municipality, and that borrowing more than ten percent of the previous year's budget should be approved by the Ministry of Interior. The situation stated by Mr. Esen is valid for the routine investments of municipalities subject to domestic borrowing. However, the procedure works completely different in giant projects such as those brought to Antalya by the Metropolitan Municipality. It is normal that Mr. Esen does not know the procedure for giant projects, since such investments were not made in Antalya during their administration.
There is no borrowing limit for large-scale infrastructure investments included in the investment program by the Ministry of Development. In sub-paragraph (f) of Article 5393 of the Municipal Law No 68, 'The borrowings to be made for the projects accepted by the Council of Ministers upon the proposal of the Undersecretariat of the State Planning Organization in the infrastructure investments of the municipalities that require advanced technology and large amounts of financial resources
