A New Era in the Transport of Dangerous Goods by Railway: Sebahittin Korkmaz, President of the Turkish Standards Institute (TSE), stated that it is obligatory to obtain a certificate for the transportation of dangerous goods by rail, “The companies that produce cargo transportation vehicles such as packaging, tanks, containers used in the transportation of dangerous goods in railways, they must apply to our Institute to receive them ”.

Korkmaz, in his statement, with the protocol signed between the Ministry of Transport, Maritime Affairs and Communications and TSE on March 6, 2013, the certification of packaging, pressure vessels, freight containers, large packages and tanks used in the transportation of dangerous goods by land, air, sea and rail within the scope of relevant international conventions. Reminding that TSE initiated a study for ADR certification in road transportation, which became mandatory as of January 1, 2015 within the scope of international agreements in the first step within the framework of the protocol signed, Korkmaz said that the Institute has certified an average of 1 vehicles used in the transportation of dangerous goods on the road since 2013 July 3 and 800 tanks. stated that he performed the examination. Indicating that 645 different types of packaging used in different modes of transport (air, road, rail and maritime transport) have completed the approval process and certified 34 packaging manufacturers, Korkmaz stated that the domestic law regulation in parallel with the international agreement on the transport of dangerous goods on the rail was published in the Official Gazette dated 11 July 16. He pointed out that the Regulation on the Transport of Dangerous Goods by Railway ”.

Noting that according to the provisions of the said regulation, the use of non-certified packages is allowed until 16 December 31 within the scope of the Conventions on the International Transport of Dangerous Goods by Rail (RID) produced before 2017 July, Korkmaz said:

“According to the provisions of the regulation, packages produced after July 16, 2015 must be RID certified for use after January 1, 2016. As of January 1, 2016, cargo transport units such as tanks and containers must be certified. In this context, companies that produce cargo transport vehicles such as packaging, tanks, containers, which are intended to be used in the transport of dangerous goods on railways in our country, must complete the certification process by applying to the TSE Dangerous Goods and Combined Transport Directorate. "
