Regulation on Non-Transferable Metro Revenues

Regulation to the Revenues of the Metro with No Transfer of Ownership: In the event that the metro lines in Istanbul and Ankara are commissioned without transfer of ownership and income is obtained, the acquiring organization will transfer 15 percent of the revenue to the accounts of the Undersecretariat of Treasury.

Upon the letter of the Ministry of Transport, Maritime Affairs and Communications, it was decided by the Council of Ministers to enter into force the Decree on Making Amendments to the Decision Regarding the Undertaking, Taking Over and Following the Transfer of Urban Rail Transportation Systems, Metro and Related Facilities by the Ministry of Transport, Maritime Affairs and Communications. .

According to the decision published in the current issue of the Official Gazette, the revenues obtained from the number of passengers counted by the electronic pricing devices at the stations of each subway and urban rail transportation system transferred and the advertisements to be formed within the scope of each transferred subway and urban rail transportation system, All income, including other income generated through commercial leasing and similar activities, will represent gross revenues.

In the event that the project is taken into operation without the transfer of ownership and income is started to be obtained from the project, the transferee organization will transfer 15 percent of all gross revenues to the bank account determined by the Undersecretariat of Treasury until the date when the project costs covered by the central government budget are paid. Then, in periods to be determined by the Treasury and municipalities, 15 percent of this revenue will be transferred to the accounts of the Treasury and the remaining amount to the accounts of the acquiring institution.

Between Bakırköy (İDO) -İncirli-Kirazlı, Bakırköy-Beylikdüzü, Bus Station-Bağcılar-İkitelli belonging to the Istanbul Metropolitan Municipality and Kızılay-Çayyolu-2 Station owned by the Ankara Metropolitan Municipality, between Batıkent-Sincan (OSB Station), Tandoğan (TCDD Ankara 15 percent of the gross project revenues obtained from those transferred from the metro line projects between the station) -Keçiören (Gazino Station) will be transferred by the relevant municipality to the relevant account of the Undersecretariat of Treasury at the Central Bank within 30 working days.

The provisions of the Law on the Collection Procedures for Public Receivables will be applied for unpaid receivables.
