The first step for Kanalistanbul: The zoning plans of the 38 hectares area covering Kanalistanbul and the new city to be opened in Istanbul will be prepared by the Metropolitan Municipality. When the Ministry of Environment and City approves the plan, construction projects will be able to get a license.

The first step was taken for the zoning plans of Kanalistanbul to be opened in Istanbul and the new city to be established. Istanbul Metropolitan Municipality (IMM) will prepare the zoning plans of the 38-hectare area, which has been declared as a “reserve area” for Kanalistanbul and the new city to be established by the Ministry of Environment and Urbanization. The project covers a region in Istanbul that includes a certain part of Avcılar, Bağcılar, Bakırköy, Arnavutköy, Başakşehir, Esenler, Eyüp and Küçükçekmece. The population of the new city is predicted to be 500 thousand people.

A special planning office will be established by the municipality to build an environmentally friendly and modern construction in the region where the Kanalistanbul project is also located. With the plan to be made as a result of the field and workshop work of the team, which will include scientists, architects, city planners and sociologists, all the plans of the city will be prepared. IMM Directorate of City Planning requested IMM President Kadir Topbaş to be authorized for the preparation of the necessary protocol for the preparation of the zoning plans of the basin, which includes Kanalistanbul and the new city. The Assembly accepted and approved the request. Following the protocol to be made with Topbaş, all zoning plans will begin to be prepared, including 1/100 thousand, 1/5 thousand and 1/1000. After the plans are completed and submitted to the ministry for approval, they will be suspended. After the suspension period ends, the construction license can be obtained and the projects can be implemented. The zoning plans of 2012 hectares of land on the European Side, which was declared a reserve area in 38 with the decision of the Council of Ministers, and the work to establish a new city was started, is transferred to IMM. IMM Directorate of Urban Planning wrote a request to the Municipal Council and asked for a protocol to be made for the execution of the zoning planning works of the area under the authority of the Ministry of Environment and Urbanization.

For the zoning plans requested by the municipality's planning company BİMTAŞ, an office will be established and the new city will be finalized in all aspects. For the new city, which will be developed with population density, environmental awareness and architectural designs, a 1/100 thousand scale Environmental Development Plan will also be prepared. Implementation development plans will also be prepared by the municipality in order to organize the unplanned region efficiently. In this way, construction project licenses can be obtained after the plans are completed and approved. Immediately after the protocol is signed between the Ministry and the Metropolitan Municipality, work will begin for the zoning plan. All plan processes will be completed in order not to manipulate real estate and zoning increases in the region. In accordance with the protocol between BİMTAŞ and the General Directorate of Spatial Planning under the Ministry of Environment and Urbanization, the financing of the study will be provided by the ministry. After the plans are completed, they will be submitted to the ministry for approval. Ministry of Environment and Urbanization, Ministry of Transport, Maritime Affairs and Communications, Housing Development Administration and Emlak Konut GYO A.Ş. for the 2012 hectare area, which was declared as a housing reserve area in 38 in order to build new houses against disasters in Istanbul. A cooperation protocol was signed between them.
