The penalty applied on highways (closed system) is 11 times the fee corresponding to the class of the vehicle, based on the station fee located at the farthest distance from the station where it is passed.
Emphasizing that the penalty should be paid less according to the Misdemeanor Law, Cengiz argued that the drivers were subjected to very high fines without realizing it.
Cengiz completed his speech as follows:
“In this respect, in accordance with the provision in Article 172 of the Constitution, 'The State takes protective and enlightening measures for consumers, encourages consumers to protect themselves', it is very clear that the punishments should be of a deterrent nature rather than corrosive and victimizing. In addition, information is the most important universal consumer right. For this reason, we expect the authorities of the Highways, especially the Ministry of Transport, Maritime Affairs and Communications, to be sensitive, to ensure that the devices are read by the system while passing through bridges and highways and that the drivers are notified on time.
