Noting the inadequacy of the annual allowance allocated for the high-speed train, Kaleli emphasized that the project had come to a standstill and was driven to uncertainty.

Stating that this situation is also included in the report of the Court of Accounts, Kaleli said, “The foundation of the 2,5-kilometer first stage tender between Bursa and Yenişehir of the“ High Speed ​​Train ”project, which will reduce the distance between Ankara and Bursa to 75 hours, was laid on December 23, 2012. During the groundbreaking ceremony held in Balat, it was announced that the project will be completed in 4 years and the first passenger will be transported in 2016, while it was stated that the work on the Yenişehir - Bilecik stage is ongoing. In line with this goal, the construction started excitedly. Routes were changed due to the difficulties of geography, land structure, wetlands and agricultural lands. Tunnels increased, costs increased. As a result, it was revealed that the Bursa - Yenişehir stage could not be completed with the tender conditions. The project budget of 393 million 170 thousand liras was finished before the tunnels were completed. Uncertainty about the Yenişehir - Bilecik stage, which is another pillar of the project, continues. On the other hand, according to the information we learned from the Ministry, the allocation for the project in 2014 is 120 million TL. The amount spent so far from the appropriation allocated for this year is 75 million TL. Considering the investment program of the SPO, the total amount of the project is 1 billion 72 million TL, it is almost impossible to reach 2017, which is included in the investment program of the high-speed train ”.

It has been observed that a high rate of physical realizations have been achieved in the work items that are determined to give a higher unit price compared to the approximate costs during the implementation of the contract, where the route change is made in the first section and the line width is increased, and the tunnel floors in the sections where the line change is not made, TCDD General Directorate has all aspects of the works and transactions related to the project, tendering and manufacturing process related to the Bursa-Yenişehir section railway infrastructure construction work, which cannot be completed within the cost, and if necessary investigated. "
