Turkey and Japan International Cooperation Agency (JICA) signed a financing deal 1999. This loan agreement was the basis for the project's funding for the Istanbul Railway Bosphorus Tube Crossing (Marmaray).

The project was planned to be put into operation in April of 2009, but due to the prolongation of the archaeological studies between Yenikapı and Sirkeci, the process has been sagging.
