The last session of the Samsun Metropolitan Municipality Council was held in April. President Yusuf Ziya Yılmaz, who chaired the meeting, addressed the members of the council regarding the municipal agenda. Speaking about the report of the Council's Parliamentary Audit Commission regarding 2012, Mayor Yusuf Ziya Yılmaz said that the municipality has only foreign debt. Mayor Yılmaz said, “If a municipality has a debt, these debts are deducted from the municipality's share. The deductions are reflected equally to all municipalities by the decisions of the government. We do not have any debt that will cause any deduction from İller Bankası or metropolitan share. We have foreign debt. It is also available for the rail system. Rail system debt is also a debt paid by the rail system. In other words, the 5-year non-refundable and 15-year non-refundable debt period has expired. Payment process started from principal. "We are paying half of the money for the principal system, and half of us for the money."

Saying that the reason for the payment is a social service, Metropolitan Mayor Yusuf Ziya Yılmaz said, “Transportation is a social service. It is subsidized by the municipality in all cities of the world. There are students, disabled, veteran, disabled or retired. Therefore, there is no problem in this project. It would be wrong to pronounce Metropolitan Municipality as a 'debtor municipality'. I wanted to fix this. We have no debt. I wish we had a little bit more work, but a little bit more. If you have a budget, if your investment projects are feasible, making a loan is a natural result of the investment. We have no such debt. The Ministry of Youth and Sports demanded a place for us. He said to us, 'How do we charge you for this place? We can't give you money. But if you owe to the Ministry of Finance, we will be offset with your debt there. ' We have a look that we have no debt. Then we said, 'Let's borrow 2-3 months'. Borrowing for the future, we gave that place. I want you to know that. I wanted to say this once again with such a small explanation. ”

After President Yılmaz's statements, the agenda in the assembly ended with the acceptance of the items approved by discussions on weekdays.
