18 January 1909 Mebusan Assembly Baghdad Mebusu İsmail Hakkı asked a question about Baghdad railway. The Constitutional Monarchy questioned and criticized the privileges granted to foreigners. Hamidiye-Hicaz Railway Administration-I Finance Ministry was renamed Hicaz Nezareti and connected to Sadaret. In the same year, Nezaret was removed and the Directorate General was established.
