EN 15085 Certification, welding of rail vehicles and components
The EN 15085 standard for the railway sector has been replaced by the DIN 6700 standard series. MOST

Classification of Documents
The certificates are classified based on the certification levels defined in EN 15085-2 EN 15085-2 standard 4. according to the section, these certification levels are dependent on the welded joints and the subordinate source performance class (CP). The certification levels should be specified in the corresponding drawing (see EN 15085-3). In the absence of this specification, the level of certification according to EN 15085-2 must be determined prior to application.
Certificate levels and the levels that are met are given in the table below.

Quality Requirements
With regard to the EN 15085 series, the welded manufacturer has to demonstrate compliance with the requirements of EN ISO 3834-2, EN ISO 3834-3 and EN ISO 3834-4.
Proof of calibration and verification of the measuring, inspection and test equipment, if any, is required under the contract conditions (EN ISO 3834-2 section 16).
Staff requirements
Resource Coordinator
Welding manufacturers must comply with the requirements of 5.1.2 to the requirements of Annex 15085-2. The number of welding coordinators should be determined according to the manufacturer's size, production prevalence and number of subcontractors.
The duties and jurisdictions of the resource coordinators must be in accordance with EN 15085-2 Annex B. The coordinators should be indicated in writing, should be seen in the organizational chart and approved by the authorized certification firm. Welding coordinators must have their own decision-making power in accordance with EN ISO 14731. If the jurisdiction is reserved, it should be stated.
The manufacturer has to prove the professional experience of the resource coordinators.
Welding coordinators must demonstrate their experience during welding, if they do not have qualifications according to IIW / EWF (IWE / EWE, IWT / EWT, IWS / EWS).

EN 15085-2 The 5.1.2 will report to the source coordinator who will represent the source.
Subcontractor Resource Coordinator
If the resource coordinator is not an employee of the firm, he must work with the welding coordinator, in which he contracted a sub-contract according to the 15085 clause of EN 2-5.1.3.
The following conditions should be observed for the subcontractor welding coordinator.
• Working hours should be arranged as specified in the standard and the agreement must be reached.
The welding coordinator must be present at least% 50 of the work during construction.
It should be determined according to the manufacturing criteria in repair and finishing works.
• It is appropriate that the certification body where the producer is working does not act as a subcontractor resource coordinator.
• It is not appropriate for the subcontractor resource coordinator to serve more than 2 companies. CL 4 level resource coordinators can serve up to three companies.

Welder / Welding Operator
There must be at least one 2 welder in accordance with the applicable standards for each welding process, material group, connection type, dimension.
Since the forehead and corner welds are common in the construction of railway vehicles, the welded manufacturing company BW and FW should give a qualification test certificate.
The welded manufacturer must submit the previous welding tests as evidence for welding jobs not covered by the qualification test.
Inspection Staff
It is mandatory to have inspection personnel according to EN 15085-2 5.1.4 section.
If examinations are required according to CT 15085 CT 3 according to inspection classes EN 1-2, the presence of inspection personnel must be demonstrated in accordance with EN 473.
Equipment
The work area should be of a size and quality to ensure that the welding work is accurate and continuous.
Welding Procedure Specifications
According to EN 15085-2, all welding performance classes from CP A to CP C3 are required in accordance with EN ISO 15607 (EN ISO 15609), Welding Procedure Specification (WPS). The evidence must be provided as described in the EN 14555-1562 substance 15085.
The current approved welding procedure specification may remain valid.
The evidence of current experience (EN ISO 15611) applies only to resources in the performance class CP C3.
Organization of Welder Qualification Tests, Acceptance of Welding Production Tests, Acceptance of Welding Procedure Specification
Resource coordinators recognized by the welding manufacturer are authorized in organizing, evaluating and managing welder qualification tests, accepting production source tests, and managing inspections and controls for approval of welding procedure specifications.
Conditions:
• Resource coordinators must have proven and appropriate technical knowledge and skills in audit.
• The resource coordinators considered for these responsibilities must be certified under EN 15085-2.
Additional Regulations
Manufacturer's Qualification for Pipes with Semi-Finished Products
Qualification of the manufacturer is necessary for the production of longitudinally welded pipes (with HF and LB welding procedures) used as semi-finished products at certification levels CL 1 and CL 2.
Instead of certification under EN 15085-2, one of the following certificates is acceptable:
• EN ISO 15614-3834 Certificate including welding procedure qualification under EN ISO 2
• Building Products Directory, system 2 +, certification under
• Certification under the code AD 2000 W0
Lean manufacturing
Lean production at the CL 1 level is the production of multi-part parts ready for identical assembly by fully mechanized welding process. The certificate within the scope of EN 15085-2 must be limited to the pre-assembled multipart section and the welding procedure specification.
For this purpose, a resource coordinator responsible for the B level of competence can be approved for this purpose, despite the requirements of EN 15085-2.
The details of the inspection and verification measurements should be understood by the manufacturer's certification body on a short validation interval (6 month).
Finishing Source
For certification at the CL 1 level for finishing welding on ready-to-install parts, the manufacturer must prove the specifications and the required casting quality guaranteed by tests and inspections. Evaluation criteria (such as the source performance class) and audit procedures (such as the source audit class) should be determined by the resource coordinator.
The welding coordinator may also be a certified engineer under EN ISO 14731.
The manual dexterity of the welder can be demonstrated by a properly documented welding production test.
Welding - Welding Process Application with Friction
For welding application with friction, the following applies:
• Process No: 43 according to EN ISO 4063, draft 2008-03
• Materials: Aluminum and aluminum alloys
• Dimensions: EN 15085-4 all dimensions for evidence of welding procedure specifications available in the welding manufacturer under 4.1.4
• Quality Requirements: CP A and CP C15085 welding performance classes according to EN 3-2.

CP Welding Performance Class - Permitted welding shapes - Allocation of CT Welding Control Class
In principle, selection criteria according to EN 15085-3 tables 2 and 3 are applied. However, the following definitions are observed:

Taking into account the conditions of the material (materials that tend to crack) a different allocation may be decided; eg for group 15608 steels according to CEN ISO / TR 11: CP C2 (% 100 VT +% 10 surface tests).
Certification Procedure and Verification
The procedure for certification of welding manufacturers is described in section 15085 of EN 2-6. The manufacturer's certification body must inspect and verify the welding manufacturers to demonstrate that they meet the requirements of EN 15085 series standard. The DVS 1617 application code for subcontractors contains relevant information.
Certification Organizations
The audits are carried out by the Certification Bodies defined by EBA. EBA maintains a list of manufacturer certification bodies as defined in Germany. Certification bodies must be included in the Rail Vehicles Online Register.

Certification application for the source of the rail vehicles and their components according to EN 15085-2 must be obtained from the BVA Certification.
With this application according to EN 15085-2, it defines the welding manufacturer's certification scope (welding process, dimensions and material groups according to CEN ISO / TR 15608).
In the certification procedure, the welding manufacturer should be able to present the welder qualification tests, welding procedure specification and production welding tests.
Audit
The next stage of the certification process is inspection. The technical information and qualifications of the resource coordinators in this audit should be demonstrated by the manufacturer as a requirement of the 15085 2 article 5.1.2-XNUMX.
The scope of the audit varies depending on the certification level, area of ​​application, number of welders, welding procedures, welding workshops and the scope of materials used. As part of the audits performed, the following must be verified:
• Current staff with valid Proficiency Test Certificates
• Equipment affecting production and production quality
• Welding procedure specifications, adequacy of welding procedures
• Resource Planning documentation (drawings, welding process plan, test and control plan)
• Compliance with EN ISO 3834-2, -3 and / or -4 quality requirements
Note: Welders' qualification tests and / or production welding tests can only be accepted by resource coordinators. Test certificates may only be issued by the resource coordinators defined in the manufacturer's certificate.
If the welding personnel have the relevant test certificates, the welding coordinators must verify these certificates depending on the production welding tests. If the welding staff does not have such qualification test certificates, the relevant tests may be carried out as part of the inspection and the certificates relating to these tests may be issued by the manufacturer's certification body.
In case of renewal of the present document, some welder qualification tests or production welding tests accepted by the welding coordinator should be sent to the manufacturer certification body for review. Tests not approved by the manufacturer certification body are replaced by new tests. In case of doubt about the knowledge and skills of the welder personnel, production welding tests are required and test specimens temporarily welded should be made available.
Test scopes include welding procedure specifications, evaluation table, published test certificate, announcement and source test samples related to technical information verification. The resource coordinators must keep a list of the welding staff, which shows which welder has the current qualification.
Within the scope of certification at CL 4, the conformity with the requirements of EN 15085-2 clause 5.1, substance 5.3 and EN 3834-3 must be verified.
Field Inspection
Field inspections are carried out together with welding coordinators. The above-mentioned requirements are verified during these inspections. However, regular applications for welded components and structures are verified. If relevant assembly parts and structures are not available during the initial certification process, the initial verification check is performed when production begins.
Interview with Resource Coordinators
In this informal interview, documents and provisions issued by National Security agencies may be used. Resource coordinators should demonstrate their knowledge and skills within the specific requirements of EN 15085 series standards and DVS coded guidance documents. Relevant standards should be available in the language understood by the resource coordinators. Interview questions are covered by the standards, materials and welding procedures applicable to the certificate. Non-IIW / EWF qualification resource coordinators must demonstrate their knowledge and skills under EN ISO 14371 and EN 15085-2 clause 5.1.2. In principle, depending on the level of the welding coordinator, EN ISO 14371 should show its knowledge and skills in accordance with section 6. However, the presence of adequate information should be indicated in the following areas. Accordingly, national laws and regulations for the protection of public safety and accidents should be taken into account.
Certification for CL 1 and CL 2 Levels

Documentation
The certification body reports its professional and technical assessments as in Annex 2. An official copy of this report is given to the manufacturer and a copy to the National Security Agency.
Final Evaluation
The audit results are evaluated for the last time by discussing with the source coordinators and, if possible, with the top management.
Publishing Certificate
After a successful audit, the certification body issues the certificate according to Annex 3 (from CL 1 to CL 3) and APPENDIX-4 (CL 4). For the completion of the certification process, the certification body must send the relevant document to the online registration office by mail at 2 within the week. Only certificates issued to this institution shall apply. Certificates can be written in the 3 language (German, English, French). The manufacturer can specify the certificate language at the time of application. The qualifications of the resource coordinators should be specified in the line of the certificate with respect to EN 15085-2. Furthermore, the certification level according to EN 15085-2 must be specified in the certificate. The certificate must contain at least the following:

Certificate Validity Period
The certificate is issued for a limited period of time and is subject to withdrawal. Certificate validity is maximum 3 years. The certification body may provide the validity of the certificate conditionally when additional conditions are met. Additional requirements must be specified in the report prepared in accordance with Annex 2.
Verification
The certification body confirms that the requirements of EN 15085-1, -5 have been met during the validity period within the scope of the certificate approved for its application area. Verification is carried out in the areas of ongoing production, functioning of quality records, information on new standards and regulations and completed projects. Verification is based on the following principles:
• Conformity to EN 15085-1 X -5
• Validation with annual site audits by the certification body
Annual verification is taken into account in the absence of installation parts and parts in accordance with EN 15085 ff during the inspection. Annual verification can be done within the scope of follow-up works without any delay.
If the document is approved based on additional requirements, the interval of verification period may be shortened depending on the scope of production.
Certificate Renewal
Following the expiry of the validity period, the existing certification certification body can renew it without extensive negotiation and production welding tests. This type of document is renewed depending on the following conditions:
• Resource coordinators continue to operate without any changes since the previous documentation,
• If staff, technical and organizational requirements meet the standard requirements,
• Valid Welder If test certificates and welding personnel are available,
• No material complaint under certification
During the site audit, the resource coordinator must submit his / her information on new standards and regulations to the certification body.
Certificate Change
In case of any change in the scope of the certificate, the manufacturer must inform the certification body without delay.
Certificate Revocation
The certification body or the National Security Authority may withdraw the relevant certificate if the standard requirements of EN 15085-2 are not met. The manufacturer must inform the certification body and the main customers of the relevant withdrawal status.
Certificate Validity
The certificate applies only to the relevant manufacturer (plant or plant) and the welding manufacturer.
Exclusion
It is the National Security Authority's authority to decide on the exclusions and exclusion between the manufacturer and the certification body. If the generally accepted rules of technology are not observed, the National Security Authority must be informed.
