Perhaps the most distinctive feature of the Feast of Sacrifice during the reign of Sultan Abdulhamid was the issue of collecting the sacrificial skins. The sacrificial skins previously left to madrasah students were collected by the state in the last period of Sultan Abdülhamid's reign to provide resources for the Hamidiye Hejaz Railway. As it is known, a great aid campaign was started to realize the Hamidiye Hijaz Railway project, which is an important project not only for the Ottoman Empire but also for the whole Islamic world, and Muslims from all over the world, together with the domestic, provided a significant amount of cash aid. Among the donations collected for the project were the revenues from the victim skins. In order to provide resources for this project, which attracted all Muslims in the world due to its relevance to the Holy Land, the sacrificial skins were collected by the officials assigned by the Istanbul Municipality between 1901-1908, and the income obtained through auction was transferred to the aid commission and used in construction expenses. Before the feast, announcements were made to the people of Istanbul through newspapers on how to collect the skins of the sacrifices, and the issue of delivering the victim skins to the government officials in order to realize such a project was specifically stated that "it is not possible to imagine a Muslim who would hesitate" and the people were asked to participate in this campaign. As an example, we take below the government announcement published in İkdam newspaper dated 19 March 1902 (9 Zilhicce 1319):
"The Hamidiye Hicaz Railway, which was found from the Celâil-i âsâr-ı seniyye-i hazret-i hilâfetpenâhî, was paid to the masârif-i inşâiyye, and the skins of the victims to be sacrificed in ıyd-i saîd-i adha were collected and the fürür was put on the railway. By the commission of iâne and Şehremanet-i celîlesi, a civil servant was appointed and appointed for the various locations, and how many leathers were given to the companions to give leather, by having tickets in red with the official seal of the aforementioned commission to be given to one leather. On the other hand, it is declared that he must buy three tickets out of three sufi-zikr tickets. "
In addition, just like today, the public was reminded that the skins of the victims should be salted in order to prevent them from spoiling until the officials arrive. On the same subject, in an announcement made on February 2, 1906 (8 Zilhice 1323), it is reported that 800 kilometers of the construction has been completed and opened to operation, and this year, as every year, it is requested that the victim skins be given to the state for the benefit of the project "without any casualties". It was announced that the notification on the subject was made to the neighborhood imams and mukhtars. The collection of sacrificial skins for the Hejaz Railway was implemented until Sultan Abdülhamid was dethroned. After 1909, the sacrificial skins would be collected by the organizations operating with the aim of strengthening the army, especially the Naval Society.
In summary, the Sultan Abdulhamid period in a different situation from other periods in every respect, as a period of Eid around the promulgation of new applications also stand for. Abdulhamid period is seen as a milestone in which new practices are implemented in terms of sacrifice feasts.
