3. Circular issued by Prime Ministry for bridge tender

The Prime Ministry issued a circular including measures to be taken to complete the North Marmara (including the 3. Bosphorus Bridge) Motorway Project within the specified time period.
According to the circular signed by Prime Minister Recep Tayyip Erdoğan, the release of the appropriations required for the expropriations to be made within the scope of the project will be made in a way that will not delay the works, and all of the year's allowances will be released in the first 3 month.
The zoning plan and changes to be made on the project route will be concluded in the shortest time without waiting for the maximum period specified by the relevant administrations in the Law on the Organization and Duties of the General Directorate of Highways 6001.
The zoning plan works to be done on the project route and the production of existing maps that will constitute the basis for these works, determination of the coastal line, preparation and approval of the geological and geotechnical survey reports based on the zoning plan will be completed by the relevant public institutions and organizations as soon as possible.
During the transportation of water, sewerage, natural gas and oil pipelines and electricity, communication lines and facilities located on the project route, the works and permits such as permit, approval and acceptance to be requested by the relevant units of KGM will be carried out without delay by the related institutions.
The necessary procedures for the expropriation, production permit, license and allocation processes of the quarries, sand-gravel quarries and quarries, which will be necessary for the construction of the project, will be concluded first and foremost by the relevant public institutions and organizations.
Necessary measures will be taken by the relevant administrations in order to carry out the allocation, permit, easement, or departure of the immovable properties owned by the Treasury, which are necessary for the realization of the project, or the immovables owned by the state and under the authority of the state, and forestry areas and other public institutions and organizations, at the request of KGM. If necessary, within the framework of the legislation, the provincial units of the relevant administrations will also be authorized and there will be no room for delay.
According to the Agricultural Reform Act on Land Arrangement in Irrigation Areas and Land Protection and Land Use Law in the Irrigation Areas, priority will be given to the activities to be done or to be made by the General Directorate of Agricultural Reform, General Directorate of State Hydraulic Works or special provincial administrations.
Necessary measures will be taken by the relevant public institutions and organizations for the settlement of the cost determination and registration lawsuits filed in accordance with the Expropriation Law for the expropriations to be made on the project route, the information and documents to be requested by KGM and courts for the valuation of the immovable properties to be expropriated by the relevant public institutions and organizations. will be sent as soon as possible with due care.
In order for the expropriation activities to be concluded in a healthy and hasty manner, the procedures related to the preparation of expropriation plans in case of demand in the course of the project, sending of land and office inspections and registration of the immovable properties to the title of the land, units in a hurry.
Requests regarding the permits to be obtained in accordance with the environmental legislation for the project and the opinions to be given regarding these requests will be concluded in a hurry by the Ministry of Environment and Urbanization and other relevant public institutions and organizations.
In case the finds found in the scope of the project route or found during the road construction works, which are subject to movable or immovable nature and cultural assets, the situation shall be notified to the Directorate of Preservation Regional Board and Preservation Regional Board of the Preservation of Cultural Heritage and the committees shall take the issue urgently. KGM technical staff will be called to give information about the issue to the members of the board, and the works will be carried out without considering the delay of the project.

In order to prepare the project, the flight permits required for photogrammetry will be provided immediately.
The permits required for working in the military areas (project and expropriation plans) will be completed in the best way, and the permission to be given for the completion of the works shall be taken to include the periods required by the procedures.
Administration to KGM central units, Regional Directorate of Highways (Istanbul) and other provincial units to be assigned by KGM for fast and complete execution of works and transactions during all kinds of plans, projects, construction and detail works related to the project. Necessary assistance and support will be provided to all contractors and subcontractors that do business on behalf of, in accordance with the legislation.
