0.0.0. Goal
This specification has been prepared for the determination of technical specifications and conditions for the purchase of the construction vehicle to be used in the establishment and operation (measurement, maintenance, repair and adjustment) of railway electrification stationary facilities in accordance with the technology rules.

0.0.1. Scope

2.0.0. CAR FEATURES
2.0.1. The vehicle shall be self-propelled and capable of operating and navigating at night.
2.0.2. The vehicle shall be capable of driving 90 km / h in both directions, either on its own or during towing. Information will be given about the maximum cruising speeds of the vehicle according to the road conditions. Speed ​​limits according to road conditions shall be specified in the operating instructions.
2.0.3. The vehicle will operate on all TCDD lines (High speed train lines, conventional lines, secondary lines, etc.)
2.0.4. The vehicle will be able to travel in accordance with the load and electrification gauge in all TCDD lines.
2.0.5. Vehicle; in multiple line segments, it will operate without disrupting the traffic on the other line.
2.0.6. There will be all kinds of exterior pictures of the vehicle and dimensioned detail pictures including the layout of the units and equipment. The vehicle shall have a detailed operating and maintenance instruction.
2.0.7. Vehicle; It shall have a brake system in accordance with UIC requirements.

2.1.0. Bumpers and Harnesses
2.1.1. Buffers will comply with UIC 526-1 and 527-1.
2.1.2. The maximum height of the bumper axes from the rail cork shall be 1065 mm and in case of wheel wear the minimum height shall be 940 mm.
2.1.3. The distance between the bumper axes shall be 1750 mm.
2.1.4. Draw frame hooks and lashing tools shall comply with the UIC 520,825 and 826 requirements.

2.2.0. Wheel Sets
2.2.1. The wheel sets shall conform to the corresponding UIC plugs.
2.2.2. Wheels shall be of mono block type. The rolling circle profile is to match the plug UIC 510-2.
2.2.3. Wheels will be manufactured in R7T quality.
2.2.4. Information will be given about the wheel rolling circle diameter.
2.2.5. Effective suspension systems will be used to minimize vibrations and shocks during operation and their details will be explained.
2.2.6. Wheel guards shall be provided on both sides of the vehicle.

2.3.0. Engine and Transmission
2.3.1. The vehicle will be equipped with a water-cooled diesel engine (s) complying with EUROII or EPA Tier2 emission standards for the drive of all its systems. This engine / motors with service and spare parts departments in Turkey

2.3.2. There shall be a device for easy operation of the engine (s) in cold weather and information shall be provided on how it is provided.

2.3.4. The air filter shall be heavy duty.
2.3.5. The fuel tank shall be at least sufficient for 10 hourly operation. Information about storage capacity will be given.
2.3.6. Necessary precautions will be taken in the fuel supply system in order to prevent cold paraffinization of fuel at -30 ºC.
2.3.7. The form of the vehicle powertrain and the origin and brand of the equipment used will be explained in the technical documents.
2.3.8. When the vehicle is towed or delivered to another vehicle, the powertrain can be easily and quickly discharged. Information will be given about the working principle of this system.

2.4.0. Brake system
2.4.1. The vehicle will be equipped with an effective, compressed air braking system that meets UIC requirements on each wheel. The vehicle shall be equipped with a vehicle brake valve, a series brake valve and an emergency brake valve.
2.4.2. The vehicle shall be equipped with a parking brake that can hold the vehicle stationary at least on a N 25 incline.
The parking brake will be controlled from inside the cab.
2.4.3. The vehicle can be braked from the locomotive when it is delivered to the train and if necessary, the vehicle can be braked and can pass the brake air to the rear wagons.
2.4.4. Information shall be given on the load, passenger and parking brake weights for the vehicle.
2.4.5. The traction performance curves, the brake calcula- tions of the air brake equipment, the curves and documents, as well as the brake weight and braking percentage will be provided and this information will be included in the vehicle catalogs.
2.4.6. The manufacturer of the compressed air and brake equipment to be used in the vehicle shall be specified.
Companies working with a license will not be offered.

2.5.0. Compressed Air System
2.5.1. To provide the necessary compressed air for compressed air-operated brakes and other equipment; sufficient compressor will be available.
2.5.2. In normal operation, the compressors will deactivate when the main tank air pressure rises to 10 bar and automatically switches on when 8 bar drops.
2.5.3. The system shall be equipped with safety valves of appropriate capacity.
2.5.4. Air dryer will be used to prevent water from entering the system. In spite of this, the discharge of the water that will enter the system will be done automatically. If necessary, it can be emptied by hand.
2.5.5. Information about the type of compressor to be used and the drive system will be given.
2.5.6. On top of the driver's cabin, there will be dual-tone and pressurized air-operated whistles (UIC 644) with each button controlled separately.
2.5.7. The air connection socket shall be provided on both sides of the vehicle and on the platform in order to operate the air powered hand tools.

2.6.0. Cabin
2.6.1. The cabin shall be made of sheet steel and shall be of the closed type, shall be accessible on both sides of the vehicle and shall be easily accessible. The location of the cabin door (s) will be shown in the pictures.
2.6.2. The interior volume of the cabin shall be insulated not exceeding 651 dB according to UIC 78.
2.6.3. The cabin shall comply with the UIC651 requirements and shall have high visibility for the driver to drive the vehicle in both directions and in all weather conditions.
2.6.4. The measurement and control indicators required in the cabin shall be mounted on a control panel which is easily visible to the operator.
2.6.5. The interior lighting intensity of the cabin shall be sufficient and adjustable.
2.6.6. In order to provide sufficient heating, cooling and ventilation, there will be central heating and air conditioning systems in the cabin. With these systems, it will be ensured that the interior temperature of the cabin will be + 25 ° C in the outdoor temperature range of -45 - + 20 ° C.
2.6.7. Cabin windows shall be of safe type.
2.6.8. The windows shall be equipped with a wiper system that provides adequate visibility when traveling at maximum speed and a water spray system for washing the glass.
2.6.9. There will be sun visors on the cabin windows.
2.6.10. All windows will provide a very good insulation against dust, snow and rain.
2.6.11. The windscreen and side windows in the control room shall be electrically heated and hot air blown so as not to obstruct the view against misting / freezing.
2.6.12. Toolbox will be available in the cabin.
2.6.13. The driver's seat shall be manufactured as suspension, adjustable to the weight and length of the driver, rotatable in all directions.
2.6.14. There shall be at least 5 seats for auxiliary personnel in the control room, except for the driver's seat.

2.7.0. Electrical Equipment & Lighting
2.7.1. The electrical equipment will operate with 24V and the vehicle shall be equipped with sufficient capacity batteries / batteries.
2.7.2. The vehicle shall be equipped with a UIC-compliant front and rear projector and signal lamps. The direction of illumination of the lamps shall be selectable according to the direction of travel.
2.7.3. The vehicle shall have sufficient lighting system to provide excellent visibility during night maintenance and construction work.
2.7.4. There shall be sufficient lighting in the engine compartment for checks and interventions.
2.7.5. The vehicle shall be equipped with an 240 Kva generator to provide fixed type 400 V / 10V AC power.
2.7.6. All cables, conductors and electrical installations shall be protected against climatic and other external influences and shall comply with IP67.
2.7.7. There shall be at least one single phase 220 V and 3 phase 380 V sockets in the cabin, platform and on both sides of the vehicle.
2.7.8. 1 HD (at least 1280p) on the roof of the cabin which will enable the disassembly measurement information on the current pantograph of the catenary system to be displayed on the LCD monitor screen inside the cabin during maintenance works.720p) camera system.

2.8.0. Command and Safety
2.8.1. The starting and operating control of the vehicle shall be carried out by the operator from inside the cab.
2.8.2. At the vehicle operating speed (0-5 km / h), movement in both directions, traction, brake, winch, horn and platform can be fully controlled with a wireless remote control.
2.8.3. Fire precautions will be taken in accordance with UIC 642 and a minimum of 5 kg refillable fire extinguishers will be available for the cabin.
2.8.4. All doors, steps and handles in the vehicle will comply with UIC 646.
2.8.5. The exhaust gases of the vehicle shall be discharged at a sufficient height so as not to interfere with other machines in operation.
2.9.0. Paint The component exposed to external influences shall be painted with anticorrosive and topcoat RAL 1003 yellow paint. After determining the physical characteristics of the vehicle, the TCDD Emblem prepared by the TCDD and the letter 'Catenary Maintenance Station vb etc. inscriptions shall be applied by the Contractor on the vehicle as specified by the TCDD.

3.0.0. SPECIAL BUSINESS UNITS
3.1.0. Moving platform
3.1.1. The mobile platform shall be at least 5 m².
3.1.2. The platform base shall be capable of reaching at least 6 meter height above the rail level.
3.1.3. The platform can be extended to the right and left of the road by sliding perpendicular to the road on both sides. This will ensure that the edge of the platform can reach at least 3 meters from the road axis where the vehicle is located.
3.1.4. Platform under the most unfavorable conditions vertical 750 kg. horizontally 500 kg. 6 will be able to carry people efficiently.
3.1.5. The platform shall be equipped with a hydraulic system operating with the vehicle engine.
3.1.6. Control of the platform's up and down movements shall be provided by the control panel on the platform locally outside the wireless remote control.
3.1.7. There shall be at least one telescopic ladder to climb up and down the platform.
3.1.8. There will be sufficient number of surveyors indicating the height of the platform and the path axis to make the necessary catenary dimensions (running wire height-disassembly).
3.1.9. For the safety of employees working on the platform, etc. necessary security measures will be taken. Platform railings shall be foldable inward when not needed.
3.1.10. When the platform is closed, the railings and their assemblies shall not come out of the vehicle gauge.

3.2.0. Pantograph
3.2.0. The insulation voltage of the pantograph shall be 36 kV.
3.2.1. The vehicle shall be equipped with a detachable pantograph to measure the disassembly of the traveling wire during the work to be carried out with or without tension. The pantograph shall have a regulated arrangement to provide the catenary with a compression force of 5-7.
3.2.2. The 1600 mm and 1950 mm, sized according to UIC, together with the pantograph, will be capable of measuring both openings.
3.2.1. The pantograph shall be equipped with a device that transmits the contact wire height information to the LCD monitor in the cabin.

3.3.0. Crane
3.3.1. The lifting capacity of the crane shall be at least 4 tons.
3.3.2. The rotation range will be 360 degrees and the minimum lifting height will be 9,5 meters.
3.3.3. If necessary, the hook of the crane shall be fitted with a small bucket bucket and the bucket apparatus shall be available.
3.3.4. If necessary, the crane hook can be mounted to the 2 safety device and the basket apparatus will be available. In addition, the basket shall be manufactured as insulated according to 36 kV insulation voltage.

4.0.0. GENERAL CONDITIONS
4.0.1. All warnings and explanations on the vehicle and measurement systems and the menus of the devices on the vehicle and measurement systems shall be in Turkish.
4.0.2. The bidders shall be informed about the standards which are not specified in the specifications and which standards they will comply with. The standards to be used shall be the most recently published standards on the subject and which issues shall comply with which standards. 3 will be delivered to TCDD within one month following the signing of the contract in English and Turkish copies of the relevant standards requested by the TCDD.
4.0.3. The system calibrations will be completed by the contractor before the provisional acceptance and the functionality of the entire system will be certified by an independent international organization.
4.0.4. The use of the system during the realization and implementation of the project will be provided to TCDD free of charge without any subsequent completion of any software and equipment required for the evaluation of the results.
4.0.5. Metric system will be used as measurement system.

4.1.0. Spare Parts and Toolbox
4.1.1. The bidder shall guarantee that it will provide spare parts for the vehicle to be offered for a period of at least 15 years.
4.1.2. All tools and tools required for maintenance and operation of the vehicle shall be included in the price of the vehicle and the contents of these tools shall be clearly stated in the proposal. All the maintenance and loosening that should be used by the operators

4.2.0. Catalogs
4.2.1. Together with the vehicle (including all systems such as engine, hydraulic, pneumatic, electrical, electronic, mechanical and transmission, special business units and measurement systems), 3 sets of printed and multimedia media are registered in Operation and Maintenance.
Spare Parts Catalog will be delivered with instructions. All catalogs and documents will be in Turkish language. Spare parts catalogs will show all parts on the vehicle.
4.2.2. The company shall provide catalogs with original part numbers of the vehicle and other company production components on the vehicle (engine, transmission, hydraulic system, pneumatic system, etc.).
4.2.3. Repair and maintenance catalogs will include detailed assembly and disassembly instructions for engine, transmission, differential, hydraulic and pneumatic systems and maintenance period cards of these systems.
4.2.4. Operation In the maintenance and repair catalogs, the operation and maintenance instructions for each system of the vehicle will be given separately with detailed pictures. These catalogs shall contain at least the following information.
- Introducing the vehicle and all the modules and components that make up the vehicle in detail and explaining the working principles theoretically (with the size and weight information).
- All the general technical features of the vehicle.
- Short functional descriptions and block diagrams of each unit of the vehicle.
- Detailed electrical and electronic circuit diagrams of the vehicle
- Detailed compressed air-brake system schemes of the vehicle
- Detailed hydraulic system diagrams of the vehicle
- Detailed fuel system diagrams of the vehicle
- Detailed cooling system schemes of the vehicle
- Test method of each unit
- Test points of each unit, unit and element and their values ​​(voltage, waveform, pressure, current, etc.).
- Diagnostics and repair methods, flow charts and diagrams for troubleshooting and troubleshooting.
- Vehicle maintenance requirement and maintenance intervals (service maintenance, preventive maintenance, periodic maintenance, general overhaul etc.).
- For each type of care; Control, maintenance and parts replacement instructions on unit, unit, element and complete vehicle basis.
- List of all special and general purpose tools and test devices (special tools, general tools, special test devices, general test devices etc.) to be used in maintenance and repair and detailed documents with pictures about them.

4.2.5. Wheels exposed to abrasion, etc. detailed production drawings and repair instructions of the parts shall be given with material quality during vehicle delivery.
4.2.6. Spare parts catalogs will include all units and parts on the vehicle. Catalogs will be prepared with pictures. Parts in the pictures in the catalogs will be shown in detail with the assembled. The spare parts catalogs will contain the information required by at least 4.2.7.
4.2.7. The information in the spare parts catalogs will be prepared and delivered to the TCDD in electronic format in a multimedia environment, in Line Sequential format (without index), with only one material per line as shown in the following illustration.

4.3.0. Performance Tests and Delivery
4.3.1. In order to carry out the temporary acceptance procedures, after the functionality of the whole system has been certified by an internationally accredited independent organization, the contractor shall have at least 1 from the date when the vehicles will be ready for the temporary acceptance of the vehicle.

4.3.2. 4.3.4. In case the trial works are successful, after the application to TCDD by the Company, the final acceptance works of the vehicle will be started within 15 days. It is mandatory that all documents, tools, materials and materials to be delivered together with the vehicle have been delivered and the trainings have been completed in order to begin the final acceptance works.

4.4.0. Technical Support (Supervisor)
The vehicles which have been finalized and received by the TCDD will be used by the TCDD personnel who have been trained and used for maintenance (after the warranty period). The Contractor shall ensure that these operations can be carried out successfully.
3 shall keep a sufficient number of technical experts (supervisors) continuously and free of charge for a period of at least one month from the date specified after the final acceptance has been made and the delivery of the vehicles to the TCDD. The technical experts of the contractor will be responsible for the success of the work done by TCDD personnel such as measurement, evaluation and system maintenance. Information will be provided on the number of supervisors to be provided.

4.5.0. Education
4.5.1. The company TCDD vehicle operators and for at least 10 business days of the operation and maintenance of the measurement system will provide free of charge education in Turkey. During the above-mentioned period, experts take care of the vehicle,
supervise operators during use. At the end of the training, a report will be drawn up between TCDD representatives and company representatives.
4.5.2. In case all the trainings are in a language other than Turkish; the company will provide an interpreter. All training notes will be prepared and delivered in Turkish and English, both printed and multimedia.

4.6.0. Warranty
4.6.1. The vehicle shall be warranted against defects in material and manufacturing for at least twenty-four (24) months following receipt of the vehicle.
4.6.2. Failures within the warranty period shall be repaired within fifteen (15) working days at the latest from the date of notification to the company. If this period is exceeded for mandatory reasons, the TCDD shall agree on the work program for the elimination of the fault. If the fault is not remedied by the contractor, the vehicle fault will be rectified by the TCDD or 3 by the TCDD. and all costs will be taken from the company.
4.6.3. The failures under the warranty and the maintenance to be performed within the warranty period shall be performed at the location of the vehicle. If this is not possible, all transportation costs of the vehicle shall be borne by the contractor.
4.6.4. Due to the failure covered by the warranty, the defective period shall be added to the warranty period.
