We are gradually completing the Baku-Tbilisi-Kars Railway Project, Istanbul-Ankara High Speed Train Project and Ankara-Sivas High Speed Train Projects, which are the other legs of Marmaray. In this sense, Marmaray is a project not only of my Ministry, but of our government, not only of our government. It is a project of the countries on the route from Beijing to London. It is a project that the world trembles over. We are approaching the end step by step. ”
History of the project
The idea of a railway tunnel that will pass under the Bosphorus was first introduced in 1860. The tunnel was planned as a tunnel placed on the columns built on the seabed.
Such ideas and thoughts were further evaluated over the next 20-30 years and a similar design was developed in 1902. In this design, a railway tunnel under the Bosphorus was envisaged, but this design mentioned a tunnel placed on the seabed. Since then, many different ideas and thoughts have been tried and new technologies have given the design more freedom.
The desire to build a railroad public transport link that stretches between the east and west in Istanbul and passes under the Bosphorus gradually increased in the early 1980s, and as a result, the first comprehensive feasibility study was conducted and reported in 1987. As a result of this study, the route determined in the project today was chosen as the best among a series of routes.
The project, which was outlined in 1987, was discussed in the following years and in 1995, it was decided to carry out more detailed studies and studies and to update the feasibility studies including the passenger demand forecasts in 1987. These studies were completed in 1998, the results showed that the results obtained were correct, revealing that the project will offer many benefits to people working and living in Istanbul and will reduce the rapidly increasing problems related to traffic jams in the city.
In the 1999 Turkey and Japan Bank for International Cooperation (JBIC) signed a financing agreement between. This loan agreement was the basis for the project's funding for the Istanbul Bosphorus Crossing.
This loan agreement also covers the provision of a group of international consultants who will be selected through competitive bidding. Avrasyaconsult, the chosen consultant, prepared the Tender Documents for the project in March 2002.
The tenders were open to international and national contractors and / or joint ventures.
BCNNXX Bosphorus Tube Crossing Construction, Tunnels and Stations were contracted in 2002, including the construction of the Bosphorus tube crossing and approach tunnels and 4 station construction. A second loan agreement was signed with JICA in 1 for this contract.
In addition, the European Investment Bank (EIB) and the 2004 have signed loan agreements for the financing of the Railway Vehicles (CR2006) in 1 in 2006 in order to finance the financing agreements of important parts of the project. With the Council of Europe Development Bank (CEB), loan agreements were signed for the financing of the CR2 contract in 2008 and in the 1 for the financing of the CR2010 contract.
Contract CR1 Suburban Lines Improvement and Electro-Mechanical Systems work was tendered in 2006 (Preliminary qualification 2004). The ICC Arbitration process, which started upon the termination process and the application of the contractor, continues.
The tender process of the said work under the name of Contract CR3 started with the publication of the International Tender announcement in July 2010 and technical offers will be opened in January 2011. Contract CR2 Railway Vehicles Procurement work was tendered in 2008 (Preliminary qualification 2007).
