The municipality made an official request regarding the transfer of the project construction, which is planned to take 2 years, to the Ministry of Transport. The project aims to relieve Etiler traffic, which includes the route of Boğaziçi University. 'Levent-Hisarüstü Rail System Line' will connect the region to the Istanbul Metro. According to the project, the funicular system to the Bosphorus will be built from the surface. Thus, the beach traffic will be relieved. Citizens will have the opportunity to easily reach the metro line from the beach.
Topbaş also wants to implement a similar project in the Ümraniye Altunizade line. Thus, in the area of Umraniye, the beach will reach the beach again in a funicular descent. It will be easier for those coming from the hills to come down to the shore and those on the hillside.

The studies are expected to take about 15 months. Thus, Taksim and Tarlabaşı Boulevard will be combined. Bus stops in the square will depart. Taksim Topçu Barracks, built in 1806 and demolished in 1939, will serve as a cultural center and art gallery. Gezi Park will be a green area again. Under it will be a multi-storey car park.
