On 18 January 1909, a proposal was made by the Deputy of Baghdad İsmail Hakkı at the Mebusan Assembly about the Baghdad railway. The Constitutional Assembly was questioning and criticizing the privileges given to foreigners.
The title of Hamidiye - Hicaz Railway Administration-i Finance was changed to the Ministry of Hijaz and attached to Sadarat. In the same year, the Ministry was abolished and the Directorate General was established.
