This Project is divided into three parts:

(a) Bosphorus Crossing (BC) Convention (BC1): Contract total of approximately 14 kilometers in length; It includes the approach tunnels of this tunnel with an immersion tunnel on the seabed of the Bosphorus, and a surface station with three underground stations along these approach tunnels. The present Convention is expected to be completed by the end of 2013.

(b) Railway Vehicles (CR2) Contract: The present Convention, which includes the provision of all railway vehicles, is planned to be completed by the end of 2013.

(c) Commuter Line (CR3) Contract: This is the contract subject to the Tender Invitation.

The CR3 Contract was previously awarded and awarded as CR1 Contract (June 2007), but in April 2010 terminated a very small amount of construction work.

CR3 Contract work; a uninterrupted and high capacity suburban line (CR) system between the European and Asian sides of Istanbul, which is a metropolitan city, using the BC14 Agreement, currently under construction (1 kilometers), to provide a long distance (IC) passenger service and freight transport. In order to provide a satisfactory business, Halkalı - During the CR3 Contract between Kazlıçeşme and Söğütlüçeşme-Gebze, the 2 line system will be removed even on the 3 line. Two lines will be allocated primarily for CR enterprises. The third line will be used for bi-directional IC trains and freight forwarding businesses via transit lines. CR, IC services and freight forwarders will share the twin line in the BC1 Contract, but CR trains will be given priority at peak times.

The CR3 Contract includes the following: Completely renewing two existing lines along the 63 kilometer on both sides of the Bosphorus and constructing a new third line; 36 construction of new and improved surface stations; about 130 new crossing corridors for the construction of road, pedestrian and river pass structures (under and overpasses and bridges); Supply of new gare sites, workshops and maintenance facilities for CR and IC train arrays; Renewal of all electro-mechanical systems along the total length of 77 kilometers of the Marmaray Project, provision of 2 new traction transformer for 4, improvement of 2 existing transformer, overhead catenary systems, signaling systems, a telecommunication system, a supervisory control and data acquisition (SCADA) system and provision of an automatic charging system, all required tests and commissioning, 5 annual (extendable to XNUMX) maintenance, training and support functions.

Qualification criteria to be used in the tender evaluation process are as follows:

(a) A proponent of a joint venture or similar, with a single-enterprise tenderer, or a maximum of 3 companies, organized and operating as a single entity and having full control over the management of the Lead Partner;

(b) the joint and individual liability of both the Lead Partner and its affiliates for joint ventures or similar partnerships;

(c) In the case of joint ventures consisting of a Lead partner and a single affiliate partner or in similar partnerships, the Lead Partner shall have a minimum share of 51 of the joint venture or partnership, and the associated partner shall have a minimum share of 30. There must be a minimum difference of 10 between the shareholder of the joint venture or the partnership and the share of the affiliate.

(d) One Leader and two affiliated partners in joint ventures or similar partnerships to at least% 51 of the Lead Partner joint venture or partnership, at least% 30 and other affiliated partner have at least% 10. It will be.

(h) In case of a bidder of a single undertaking, or a joint venture or a similar partnership, in the financial year of the Leading Partner, 2004-2005, 2005-2006, 2006-2007, 2007-2008 and 2008-2009 (five), the average annual income of the legal entity / projects that are realized in different countries from the country where the Partner is registered officially shall not be less than the% 10 of the total annual average of the year.

(j) One of the partners, 2004-2005, 2005-2006, 2006-2007, 2007-2008 (2008-2009) and 120-2004 (five) in joint ventures or other partnerships of two affiliated partners and at least 2005 million euros annually will have income. (k) The Project Manager, who shall be responsible for the day-to-day operations for the design and realization of the works, shall be provided by the Lead Partner if the bidder is made up of a joint venture or similar partnership, and shall have at least 30 years of professional experience as a certified engineer with at least 20 years of experience in similar works and have at least 10 years experience as the Project Manager of the Leader Contractor of the Works of similar type, complexity and value.
