Republic of Turkey, Ministry of Transport, Railways, Ports and Airports Construction General Directorate - DLH (hereinafter "Credit the Party" hereinafter), the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB) to (hereinafter both " Bank ”) has received a loan for the cost of the Marmaray Project. The Marmaray Project includes the improvement of the existing suburban line system on both sides of the Bosphorus and the construction of a railway passage under the Bosphorus. New / improved railway system on the Asian side of Istanbul on the European side of Gebze Halkalıup to about 77 kilometers long.
This Project is divided into three parts:
(a) Bosphorus Crossing (BC) Convention (BC1): Contract approximately 14 kilometers in total; It includes an immersed tunnel on the seabed of the Bosphorus and its approach tunnels, and this approach includes a surface station with three underground stations located along the tunnels. This contract, which is currently ongoing, is expected to be completed by the end of 2013.
(b) Railway Vehicles (CR2) Contract: This Contract, which covers the supply of all railway vehicles and is currently ongoing, is planned to be completed by the end of 2013.
(c) Commuter Line (CR3) Contract: This is the contract subject to the Tender Invitation.
The CR3 Contract was previously awarded and awarded as CR1 Contract (June 2007), but in April 2010 terminated a very small amount of construction work.
CR3 Contract work; Using the (14-kilometer-long) BC1 Contract, currently under construction, to provide a seamless and high-capacity suburban line (CR) system, an intercity (IC) passenger service and freight transport between the European and Asian sides of Istanbul, a metropolitan city. It consists of the design, realization and completion of a 63-kilometer long suburban line system along both sides of the Bosphorus, within the scope of the Contract Conditions for FIDIC Silver Book EPC / Turnkey Projects.
In order to provide a satisfactory business, Halkalı - The 3 line system will be installed on the 2 line throughout the CR3 Agreement between Kazlıçeşme and Söğütlüçeşme-Gebze. The two lines will be allocated primarily for CR enterprises. The third line will be used for bidirectional IC trains and freight transport enterprises via crossing lines. CR, IC services and freight forwarders will share twin lines in the BC1 Convention section, but CR trains will be given priority during peak hours.
The CR3 Contract work includes: the complete renovation of two existing lines along 63 kilometers of the Contract on both sides of the Bosphorus and the construction of a new third line; Construction of 36 new and improved surface stations; construction of approximately 130 new crossing corridors road, pedestrian and stream crossing structures (underpasses and bridges), two fully functional Business Control Centers (OCCs) for CR and IC enterprises; Provision of new gare areas, workshops and maintenance facilities for CR and IC train series; Renewal of all electro-mechanical systems for the total length of 77 kilometers of the Marmaray Project, supply of 2 new traction power transformers within this scope, improvement of 4 existing transformers, overhead catenary systems, signaling systems, a telecommunication system, an observational control and data acquisition (SCADA) system and the provision of an automatic pricing system, all necessary tests and commissioning, 2-year (can be extended to 5 years) maintenance, training and support functions.
Works will be carried out in a seismically active area.
This Agreement is expected to be implemented as of April 2011 and will be completed gradually between the end of 2013 and the end of 2014.
Qualification criteria to be used in the tender evaluation process are as follows:
(a) a bidder with a single undertaking, or a bidder consisting of a joint venture or similar partnership composed of up to 3 companies, organized and operating as a single entity and in which the Leading Partner has full control over the administration of the Contract,
(b) joint and individual liability of both the Lead Partner and its subsidiaries for joint ventures or similar partnerships;
(c) In joint ventures or similar partnerships consisting of a Lead Partner and a single affiliate, the Lead Partner will own a minimum 51% of the joint venture or partnership, and the subsidiary will own a minimum 30% stake. There must be a minimum difference of 10% between the share of the Lead Partner in the joint venture or partnership and the share of the affiliated partner.
(d) In joint ventures with one Leader partner and two affiliated partners or in similar partnerships, the Leader Partner owns at least 51% of the joint venture or partnership, one of the subsidiaries at least 30% and the other affiliate at least 10%. will be.
(e) Confirmation that the Lead Partner will provide the Letter of Guarantee requested for the Contract on his behalf. The value of the collateral will be 10% of the Contract Value.
(f) A single-venture bidder, or Lead Partner in a joint venture or similar partnership, shall have extensive experience in the management and construction of railway projects, of equal quality and complexity with the CR1 Contract from 2000 January 3, each with a contract value of at least EUR 250 million. will be successful as Lead Contractor in the implementation and completion of at least 2 railway systems. As of the tender submission date, one system must be completed, and more than 70% of the second system must be completed. Satisfactory references / documents should be obtained from the Project Owners that prove their experience as Lead Contractor in the implementation of these projects.
(g) If the bidder is a single-venture bidder, or has a joint venture or similar partnership bidder, the Lead Partner belongs to the transport sector in 2004-2005, 2005-2006, 2006-2007, 2007-2008 and 2008-2009 (five) financial years. it must have an average annual income of at least 800 million Euros from the design and construction of projects.
(h) The single undertaking bidder, or in the case of a joint venture or similar partnership, the Lead Partner, in fiscal years 2004-2005, 2005-2006, 2006-2007, 2007-2008 and 2008-2009 (five), under international agreements (i.e. the average annual income generated by the legal entity / Lead Partner from projects realized in countries other than the country where it is officially registered) will not be less than 10% of the total average annual income generated in the same years.
(i) In joint ventures or similar partnerships consisting of the Lead Partner and a single affiliate, the subsidiary is the design and development of projects belonging to the transport sector in 2004-2005, 2005-2006, 2006-2007, 2007-2008 and 2008-2009 (five) fiscal years. it must have an average annual income of at least 120 million Euros from its construction.
(j) In joint ventures or other partnerships consisting of the Lead Partner and two affiliated partners, one of the subsidiaries has an average annual average of at least 2004 million euros in fiscal years 2005-2005, 2006-2006, 2007-2007, 2008-2008 and 2009-120 (five) will have income. The second subsidiary will have an average annual income of at least 2004 million Euros in fiscal years 2005-2005, 2006-2006, 2007-2007, 2008-2008 and 2009-35 (five). Both amounts will be derived from the design and construction of projects in the transportation sector.
(k) The Project Manager, who will be responsible for the daily operations related to the design and realization of the works, must be provided by the Lead Partner in case the bidder consists of a joint venture or similar partnership, and has a minimum of 30 years of professional experience as a certified engineer, at least 20 years of experience in similar jobs; Must have at least 10 years of experience as the Project Manager of the Lead Contractor of Works of similar type, complexity and value.
Bids are required according to the Teklif two-enveloped gil system in which both the Qualification Information / Technical Proposal and the Financial Proposal are presented together but in separate envelopes. In the first phase, the Competency Information and Technical Proposal documents are open to public. (b) It will be checked whether the technical presentation fully fulfills all of the Employer's Specifications. Alternative or ineligible offers will not be allowed.
In order for Bidders to be able to assume that they are qualified to undertake the Contract, Bidders must meet each of the criteria set out in points (a) and (b) above. A bidder who fails to meet any of the criteria stipulated above shall be deemed inadequate and returned to them without opening the Financial Proposal.
